Description
The Continuity of Operations Program office (COOP) of the Federal Reserve System is seeking Request for Information (RFI) on Commercial Off-the-Shelf (COTS) Non-Developmental Items (NDI) for telecommunication systems, hardware, and installation services. All written and email correspondence shall be sent to the POC identified in message below. COOP program office participates in a wide array of interagency communication tests, communication exercises, and telecommunication working groups? ensuring reliable and robust connectivity during disasters and emergencies. Therefore, our emergency preparedness branch coordinates closely with other national departments and agencies such as Federal Executive Branch, DHS, GSA, DoD, and others to identify potential gaps and recommend solutions for improvements. RFI represents a call to industry for collection of available literature on contemporary technologies to design, furnish, and install communication systems in a fixed and/or mobile environment. Turn key projects under consideration include radio towers (guyed and freestanding), cell-on-wheels, cell-on-light-trucks, mobile command posts, and prefabricated ?communication huts? - with HVAC, generator backup power, etc. This information will in turn be shared within the community as needs may arise. This is not a request for proposal or quotations. No contract or award will be made as a result of this RFI and no future solicitations or RFI?s will be made. Information provided will be kept on file after an internal evaluation has been made. Scores and points will be attributed to companies with the widest selection of capabilities and history of past installation and performance. For example, completion of large scale turn-key projects such as tall towers, radios, and mobile communication shelters in the Middle-East will rank higher than a supplier of towers only in North America. In-house engineering capabilities to perform path profile analysis, wind load modeling, soil analysis for construction, personal communication devices, and heat load analysis for HVAC systems will also rank higher than just manufacturers and suppliers of those systems. Resumes of full time staff members with particular skills and abilities shall also be taken into consideration. Written responses to this RFI are due NLT November 30, 2005 at 1700 EST and may be mailed or delivered via FEDEX, UPS, or DHL to: Eric M. Hainzer, Senior Emergency Management Specialist, Office of the Staff Director for Management, Board of Governors of the Federal Reserve System, 1709 New York Avenue, Mail Stop 705, Washington, D.C 20551. Phone: (202) 736-5679 and email at eric.hainzer@frb.gov. Email of this information is also acceptable.
