Description

National Institute of Standards and Technology (NIST) plans to enter into a sole source procurement for the purchase of scientific and technical information internet services with Information Handling Services, Inc, 15 Inverness Way E, Englewood, CO 80112-2571 under the authority of 13.501(a). The North American Industry Classification System Code is 519190 and the business size standard is $6.0M. The National Institute of Standards and Technology (NIST) National Center for Standards and Certification (NCSCI) is mandated by the U.S. Congress to provide standards, standards-related information, technical regulations information, and conformity assessment information to any U.S. domestic or foreign individual or government agency with an information need. To fulfill this mandate, NCSCI requires access to the widest, most comprehensive, and current active standards collection available. Information Handling Services, Inc. is the only known source that possesses the combination of electronic format, scope and breadth of coverage to meet the following minimum specifications. Scientific and technical information internet services for bibliographic records must include the most current and comprehensive industry standards information issued by U.S. national, regional, and international standards-developing bodies. Bibliographic ecords must include TIA, API, NEMA, and BSI standards documents. Scientific and technical information internet services must include the following capabilities: - Simultaneous electronic search capability across the full set of standards to identify the relevant documents in answer to any inquiry. - Simultaneous electronic report generation capability across the full set of standards to capture and communicate search results on the relevant documents in answer to any inquiry. - Search and retrival software must facilitiate access to document summaries or document pages via a number of different search paths including: Document number Keywords from document titles and abstracts Organization name or acronym ANSI Approved documents DoD Adopted documents Documents recently new or revised The Government is unaware that any other source from which these services can be obtained. Award to other than the Information Handling Services, Inc. is not expected result in a satisfactory substitute and would result in substantial duplication of time and costs that cannot be expected to be recovered through competition. This is not a request for competitive quotation. However, if any interested party believes it can meet the requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NIST to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 3:30 EST, November 17, 2005. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
