Description
The purpose of this notice is to clarify the options, deliverables and period of performance of the notice posted on 12 Oct 05. In this notice, we identified the period of performance as being 48 months. To clarify this, the period of performance of the base period is 9 months. This effort is covered under CLIN 0001 and shall include all work through Preliminary Design Review (PDR). The remaining 39 months of performance is an option and is covered under CLIN 0002. Both of these CLINs are classified as cost-plus award-fee. Below is a brief description of each of these CLINs: CLIN 0001, MUE Receiver Cards Development Through PDR: The contractor shall provide all support and services to develop the Global Positioning System (GPS) GB-GRAM-M SSI and GRAM-S/M Cards in accordance with Attachment 1, Statement of Work. This shall include all efforts necessary to successfully complete Preliminary Design Review (PDR). The period of performance shall be from contract award through 9 months. Option CLIN 0002, MUE Receiver Cards Development Post PDR: This CLIN is optional and may be exercised after the successful completion of PDR. The contractor shall provide all support and services to develop, build certify, and test the Global Positioning System (GPS) GB-GRAM-M SSI and GRAM-S/M Cards in accordance with said Attachment 1, continuing the work identified in CLIN 0001. The period of performance shall be from the exercise of the option up to 39 months. Delivery of the receiver cards shall occur no later than 21 months from option exercise, with an additional 18 months of testing to occur subsequent to card delivery. As specified in the original announcement, this RFP also includes special studies and support for the receiver demonstration on a cost-plus-fixed-fee basis, as shown in CLINs 0003 and 0004. In addition, other direct costs for technical demonstration support will be priced as a cost-reimbursement type CLIN separately into CLIN 0005. Below is a brief description of each of these CLINs: CLIN 0003, Special Studies: The contractor shall perform all effort necessary to successfully complete all directed special studies to include, but not limited to, efforts relating to present and future MUE requirements. CLIN 0004, Technical Demonstration Support: The contractor shall perform all technical and support efforts necessary to successfully support demonstration up to field and operational testing of MUE Receiver Cards as directed to include, but not limited to, efforts relating to present and future MUE Receiver Cards, development, testing and functional and performance assessments. CLIN 0005, Other Direct Costs: All other direct costs pertaining to Technical Demonstration Support shall be separately priced in this line item. This contract shall also contain options for purchasing additional test units on a cost-plus-fixed-fee basis. This includes the option to purchase additional GRAM-S/M, GB GRAM-M SSI, and core electronic component units, as shown in CLINs 0006, 0007 and 0008. Below is a brief description of each of these options. Option CLIN 0006, Test Articles GRAM-S/M: This CLIN is optional and may be exercised after successful completion of Critical Design Review (CDR). The Contractor shall provide all support and services to fabricate and deliver 100 GRAM-S/M test articles. Option CLIN 0007, Test Articles GB GRAM-M SSI: This CLIN is optional and may be exercised after successful completion of CDR. The Contractor shall provide all support and services to fabricate and deliver 200 GB GRAM-M SSI test articles. Option CLIN 0008, Core Electronic Component: This CLIN is optional and may be exercised after successful completion of CDR. The contractor shall provide all support and services to build, certify, and test core electronic components as identified by contractor detail specifications. The core electronic component is that electronic component or components that uses down-converted but un-demodulated received signals or digital samples of such signals to generate a navigation solution. Finally, this contract shall include data and report deliverables as specified in each DD Form 1423, as shown in CLIN 0009. Below is a brief description of this CLIN. CLIN 0009, Data and Reports: Not separately priced. The contractor shall submit all data and reports as required in Exhibit A, Contract Data Requirements List, DD Form 1423. RFP ACCESS: The Government intends to issue a final Request for Proposal for the MUE program on or after 14 November 2005. All documentation regarding this effort can be obtained through the GPS Bidder?s Library. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman?s role is not to diminish the authority of the program director or the contracting officer but to advocate an offeror?s concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition. The Ombudsman is Col Robert Catlin, (310) 363-0887.
