- SOURCES SOUGHT SYNOPSIS ACQUISITION OF SAFETY EDUCATION AND TRAINING REQUIREMENTS The purpose of this Sources Sought is to determine if there are any small businesses available who are capable of performing the effort described herein. The Headquarters Air Force Safety Center is seeking sources to provide curriculum development and instruction to be conducted primarily at Kirtland Air Force Base, Albuquerque, New Mexico, to provide safety training to personnel Air Force wide. Performance period will be 1 April 06 through 31 March 07. During the first six months of performance the contractor will teach using Government furnished curricula. At least 2 one-year options may be awarded. If this acquisition is determined to be a set aside for small businesses, the Government will use the information gathered from this Source Synopsis to develop their bidders list. This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of market research being conducted by the Air Force to identify capable potential sources. Contractors responding to this Sources Sought Synopsis shall submit the following information to: Deloris Cotton-Smith, email: Deloris.Cotton-Smith@wpafb.af.mil and Eugenia.Fowler, email Eugenia.Fowler@kirtland.af.mil. The Small Business Administration (SBA) uses the North American Industry Classification System (NAICS) Codes to establish size standards on an industry-by-industry basis. The NAICS code for the requirement is 611512 ? Safety Training. The size standard for this code is based on average annual receipts of $21,500,000 for three most recent completed fiscal years. The primary focus of the training is mishap prevention through mishap investigation and safety program management. The contractor must have the capability to develop traditional classroom instruction and Sharable Content Object Reference Model (SCORM) compliant web-based training. The developmental effort will require the contractor to: (1) take the existing curricula and revise it to meet the Desired Learning Objectives (DLO) in the Statement of Work, and (2) develop new material to meet the DLOs. The majority of the instruction will be traditional classroom training. The contractor will be required to teach approximately 33 various classes of 30 students per class annually. This a sample List of Safety Education Courses: Aviation Mishap Investigation Course - Trains Air Force personnel in the techniques and procedures of investigating aircraft mishaps to determine root causes. Nonaviation Mishap Investigation Course - Trains Air Force apprentice investigators in the investigative techniques and technical aspects of ground, explosive, and missile mishaps to determine root causes and how to correctly prepare a narrative statement using Air Force Instruction 91-204 and applicable Air Force Manual 91-series . Flight Safety Officer Course - Trains Air Force Flight Safety Officers in aircraft mishap investigation and aircraft mishap prevention procedures, policies and techniques to conduct a wing-level aircraft mishap prevention program, investigate and report aircraft flight mishaps, and function as the investigating officer in a Safety Investigation Board. International Flight Safety Officer Course - Trains foreign officers from allied countries. The course provides trainees with an understanding of safety program management fundamentals, safety principles, and mishap investigation techniques. Operational Risk Management Application & Integration Course - The purpose of this course is to provide "how-to" instruction in applying primary and select ORM tools and techniques and how to integrate ORM into organizational activities. System Safety Management Course - The purpose of this course is to educate individuals with system safety management responsibilities during design, development, or modification of weapons systems in system safety management principles and system safety engineering techniques that can be applied over a system's life cycle. Senior Safety Professional Course - Trains career safety professionals in the aspects of managing ground safety programs. The course provides concepts and tools to more effectively lead and manage people in the organization and examine Air Force safety policy and standards with intent on refining the safety manager's role. The contractor will be required to employ a commercial industry standard Instructional Systems Development (ISD) process to develop and maintain curricula. Personnel required are: an on-site program manager, who possesses a basic knowledge of the ISD process and is a qualified instructor; and a qualified-instructor staff. Instructors must possess: (1) associate degree from a regionally accredited institution, (2) a minimum of 1 year work experience that is relevant and applicable to the subjects being taught (e.g., mishap investigation, safety program management, and risk management), (3) knowledge and understanding of lesson plans, questioning techniques, and learning theories, and (4) effective classroom presentation skills. Instructors teaching any investigation course must have practical accident or mishap investigation experience. Capabilities Packages- Interested parties must submit a capabilities package, that is brief and concise, yet clearly demonstrates their abilities to meet the stated requirements with sufficiently qualified personnel. The capabilities package should clearly present evidence that the interested party is fully capable of providing the required services and as such may contain any information (subject to the page limitations stated below) the interested party feels is relevant. The following issues must be addressed: a. Clearly describe your company?s background and experience, within the past 5 years, in using the Instructional Systems Development (ISD) process to developing traditional classroom training. b. Clearly describe your company?s background and experience, within the past 5 years, in using the Instructional Systems Development (ISD) process to developing web-based training. c. Clearly describe your company?s background and experience, within the past 5 years, in providing instructional services. d. Clearly describe your company?s ability to respond to urgent and short notice requirements, i.e., multiple delivery orders for quick turn around. e. Provide representative resumes that exemplify the types of persons you would identify to provide management, design, administrative, and technical requirements. f. Describe your quality control process or describe how you intend to address quality control. g. Provide any other information you think we need to evaluate your capabilities. The capabilities packages should present clear evidence that the interested party is fully capable of providing required services and as such may contain any information the interested part feels is relevant. Responses must not exceed 20 single-spaced, 12 point typed pages. All materials submitted in response to this sources sought synopsis must be received no later than 30 Nov 05. List any contract and relevant information on any existing contracts that may be utilized for this effort (e.g., GSA, etc.) Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their responses. This synopsis does not constitute a Request for Proposals (RFP), or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided.
