This document incorporates provisions and clauses in effect through the Federal Acquisition Circular 2005-06 which can be viewed at http://farsite.hill.af.mil/reghtml/changes/fac/fac2005-06.htm ********************************************************************************** Delivery and installation of Video Surveillance Recording Systems as follows: ******************************************************************************** Building 58, Teen Center, U.S. Housing, D-54634 Bitburg: One (1) each Video Surveillance Recording System with internal Dome Cameras and analog multiplexer and Digital Harddisk Recorder. Minimum recording time: 150 hours. ******************************************************************************** Building 84, School Age Program, U.S. Housing, D-54634 Bitburg: One (1) each Video Surveillance Recording System with analog recording. System shall be compatible with the existing GEUTEBRUECK surveillance system. Minimum recording time: 150 hours. ********************************************************************************* Building 427, Youth Center, U.S. Air Base Spangdahlem: One (1) each Video Surveillance Recording System with upgrade of two (2) outside pivoting Dome Cameras and an analog recording system. System shall be compatible with the existing GEUTEBRUECK surveillance system. Minimum recording time: 150 hours. ********************************************************************************** Building 458, Youth Center Annex, U.S. Air Base Spangdahlem: One (1) each Video Surveillance Recording System with internal Dome Cameras and Digital Harddisk Recorders. Minimum recording time: 150 hours. ********************************************************************************************* PLEASE PAY ATTENTION TO THE FOLLOWING NOTES: ******************************************************************A mandatory site visit will be held on 17 November 2005, 0900 hrs. Meeting Point / Time: Main Gate, U.S. Housing, D-54634 Bitburg. Proposals will only be accepted from vendors attending the mandatory site visit. Vendors wanting to attend the mandatory site visit shall contact Ulla Heck, 52 CONS/LGCB, ext. 06565-61-9522 not later than 15 November 2005, 1500 hrs. ********************************************************************************************* Vendors submitting a quotation shall be able to meet the response time of 48 hours in case of system malfunctions during the warranty period. Initial operator training shall be included in the price. ************************************************************************************** This solicitation is intended only for local sources in accordance with Federal Acquisition Regulation 5.202(a)(12). Local sources are those sources normally resident, licensed and registered to conduct business in Germany. Offers from non-local sources will not be considered under this solicitatilon. ************************************************************************************** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. ************************************************************************************** Quotes shall be submitted in ENGLISH language!! All offerors shall be CCR registered in accordance with the CCR requirements at FAR 52.204-7 and DFARS 252.204-7 to be eligible for award. ********************************************************************************************* The following clauses and provisions apply to this solicitation (available from http://farsite.hill.af.mil) 52.212-1 - INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (JAN 2005) 52.212-2 - EVALUATION - COMMERCIAL ITEMS (JAN 1999) (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (listed in relative order of importance): 1. Technical capability of the item to meet the government's requirement; 2. Price. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
