Description: The Naval Air Systems Command (NAVAIR) intends to issue an Order under NAWCAD/NAVAIR Basic Ordering Agreement (BOA) Number N00421-05-C-0001 for MSI Phase II. NAVAIR intends to negotiate this Order on a sole source basis with Northrop Grumman Corporation, 600 Grumman Road West, Bethpage, New York 11714. NGC is the designer, developer and sole manufacturer and systems integrator of the E-2C aircraft and weapon system and for that reason is the only firm with the knowledge, experience and technical data necessary to provide the require services in a timely manner for the purpose of meeting the fleet?s operational needs.
