- This is a public announcement for support services to the U. S. Department of Commerce, (USDOC) U. S. Export Assistance Center (USEAC) in Fargo, North Dakota. In accordance with FAR Part 5.101 as required by the Small Business Act (15 U.S.C. 637(e) and the Office of Federal Procurement Policy Act (41 US.C. 416). This is a notice of intent to issue a purchase order to Ms. Heather Ranck based on the information provided therein. DESC: The contractor shall be required to provide marketing and research services in support of the USDOC Rural Export Initiative (REI) activities at the U.S. Export Assistance Center (USEAC). The contractor shall provide support and report to the local USEAC Director in implementing and expanding the REI programs and services to the local business communities in and around the USEAC areas. Previous competition was sought and Heather Ranck was selected as a result of a previous competitive process. Ms. Ranck continues to serve in the capacity of an International Trade Specialist at the North Dakota, US Export Assistance Center. Ms. Ranck is the only known ITA representative in North Dakota. Originally the North Dakota office was setup as temporary location to assist small and medium size companies with exporting. Late in Fiscal Year 2005 Congress requested the status of the office be changed from temporary to permanent. Changing to a new service provider in the North Dakota area would be detrimental to the USEAC clients and its ability to meet Congressional requirements related to economic growth and US Exports. In a memorandum issued November 6, 1995 by the Deputy Assistant Secretary for Domestic Operations regarding Domestic Use of Personal Services Contracts it approved the uses of domestic Personal Services Contracting authority to provide support in each of the U.S. Export Assistance Centers (USEAC). The Government intends to continue to acquire services from Ms. Ranck. Interested firms can respond by submitting their qualifications for providing the service. The decision to solicit quotes will be based on the quality of responses received from this notice. To conduct a competitive acquisition is solely at the discretion of the government. This is a small business set-aside. The NAICS code for this action is 541910. Size standard not to exceed $6M. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures. Interested parties must submit their qualifications within (10) days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to the Heather Ranck, Fargo, ND. Faxed information can be sent to 816-274-6983, Attn: Sharon Walker. The Central Region Administrative Division (CRAD), requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN).
