- PURCHASE OF PRE-OWNED BRUKER BIOSPIN 400MHz NMR SPECTROMETER OR EQUAL. This is a combined synopsis/solicitation for commercial items using Simplified Acquisition Procedures (FAR Part 13) and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation no. FA8601-06-T-0029 is issued as a Request for Quotation(RFQ), Point of Contact: Yvonne C. Thacker, Contract Specialist, 937 257-5847 ext. 4198, e-mail yvonne.thacker@wpafb.af.mil. Quotes can be e-mailed or faxed to 937 656-1412. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-04. This acquisition is unrestricted. Acquisition NAICS is 334516. This RFQ has one line item. Purchase of pre-owned Bruker Biospin NMR 400 MHz Spectrometer, AV SingleBay 2 Channel 400, or equal, no more than 4 years old, with a minimum of the following specifications: 3 probes, 5mm BB Z-gradient, Inverse 5mm Z-gradient, CP/MAS 7mm, 1H Transmitter 300W, X Transmitter 300W, RCB Board - triple axis gradient shimming, VT Unit, 20 shims, shielded solenoid 54mm, 16 Bit ADC with 1MHz bandwidth, Z Axis - Gradient 10amp (55 gauss/cm), Windows PC for Software, Software up to date, systems must be under and current maintenance agreement with the equipment manufacture. Shall include all charges related to the transfer of the system/software from current owner to AFRL/MLBT, Bldg. 654, Room 136, Area B, Wright-Patterson AFB, Ohio. Evaluation shall be based on item technical acceptability, price and the overall best value for the government. IMPORTANT NOTICE TO CONTRACTORS: Any award resulting from this solicitation will include DFARS 252.232-7003, Electronic Submission of Payment Requests. Section 1008 of the National Defense Authorization Act for Fiscal Year 2001 requires any claims for payments (invoices) under DoD contracts to be submitted in electronic form. Wide Area Workflow-Receipt and Acceptance (WAWF-RA) is the DoD system of choice for implementing this statutory requirement. Use of the basic system is at no cost to the contractor. Contractors must complete vendor training, which is also available at no cost, at http://www.wawftraining.com. Prior to submitting invoices in the production system, contractors must register for an account at https://wawf.eb.mil/. By submission of a quote, the offeror acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Register (CCR) database prior to award, during performance, and through final payment of any contract resulting from this RFQ.
