- Request For Information US Army Corps of Engineers, Hydroelectric Design Center, Portland, OR Absolute Flow Measurement Methodology in Short Intake Hydraulic Turbines General The Army Corps of Engineers, Hydroelectric Design Center (HDC) is seeking information that may result in creating: 1) new methods or 2) new applications of existing methods or 3) improvements in the accuracy of existing methods of measuring flow in short i ntake hydraulic turbines. HDC is also soliciting information to determine the availability of capable contractors that can develop, build and install such a flow measurement device. This is a Request for Information (RFI) only. It is issued solely for info rmation and planning purposes. It does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This RFI does not commit the government to contract for any supply or service whatsoever. HDC reserves the right to accept, reje ct, or use without obligation or compensation any information submitted in response to this RFI. Information clearly identified as proprietary will be treated as such. The U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. Background This is part of a program to improve facilities and operations at all Corps hydroelectric projects containing Kaplan turbines in the Pacific Northwest. The focus of this RFI will be on methods to measure near real time volumetric flow rates in absolute te rms of cubic feet per second (cfs) in the large short intake, run of the river, Kaplan hydraulic turbines on the Columbia and Snake River systems. Flow rates as high as 22,000 cfs will be encountered.
