Description
THIS IS NOT A SOLICITATION NOTICE. This notice is for information purposes only. This is a Sources Sought notice to re-identify potential commercial sources capable of providing the services described below. A solicitation for proposals will be issued in FY 2006 and prospective service providers are advised to monitor FEDBIZOPPS. Provide the Air Force custom-built, unique, often one of a kind, and/or late-to-need aircrew/mission crew training products, to include consultation on education and training, support to Instructional System Development (ISD) projects; develop and deploy Interactive Multimedia Instruction (IMI), Aircrew Training Devices (ATD), Aircrew Training Aides (ATA), and provide life cycle maintenance on all ATD/ATA. Some training devices may be ?pop-up? projects with short suspense?s, driven by emerging technology and/or a discovered training deficiency. Work may require operating in a classified environment. Contractor will be expected to provide professional guidance, troubleshooting, and problem solving on all education and training matters to include ISD, Air Force Training policies and philosophies, curriculum development, training strategies, learning theory, psychology of learning, educational psychology, instructional design practices, evaluation programs, test and measurement, instructional product development, technology in education and training, IMI and ATD acquisition, and training program administration and management. ISD project support will include planning, analysis, design, development, implementation, and evaluation. Support will usually require tailoring to specific customer requirements. IMI, Interactive courseware, technology-based training development includes technically accurate and educationally sound computer based/web based technical training and, software emulation trainers utilized in qualification training and continuation training, for aircraft and weapon systems operation, personnel proficiency training, and ancillary training. Analyzes will address designs, development, reviews, and evaluation of training systems, materials, aids, methods, training plans, and course related documents. Existing training programs and materials will be updated from various formats to ensure content accuracy and/or delivery requirements. Interactive training device hardware manufacturing covers the full spectrum of aircraft and equipment, and other weapons systems in combat air force inventory. Manufacturing requirements range from simulated aircraft cockpits and flight-decks, aircrew stations, mission crew stations, ground-based station trainers, multi-task trainers, part-task trainers, cockpit familiarization and procedure trainers, egress trainers to classroom mock-up technical training devices. Training device hardware/software products will accurately emulate/simulate normal procedures, emergency procedures, maintenance procedures, training procedures, and fault insertion/recovery procedures as necessary. Training device hardware and software products must reflect currency and accuracy with aircraft or weapons systems suite/configurations and operations; sometimes this is required prior to delivery of upgrades to the inventory. Training device analysis, design, development, fabrication, modification, upgrade, and repair/maintenance include all non-depot funded and non-contractor logistics supported training devices or equipment within the inventory, or as otherwise identified by higher-level command. Training device design, development, fabrication, modification, upgrade, and repair/maintenance actions are performed at the Luke AFB, and on-site at varied locations throughout the United States as well as overseas, as required.
