Description
The Naval Surface Warfare Center Panama City (NSWC PC), 110 Vernon Avenue, Panama City, FL 32407-7001, intends to solicit L-3 Communications Titan Corporation, Visicom Services Division, 7436 Mission Valley Road, San Diego, CA 92108-4401, on a sole-source basis for engineering and technical services, and associated materials, necessary to provide Life Cycle Sustainment Management (LCSM) support for Special Warfare Programs, including the MK V Special Operations Craft, Navy Special Warfare Rigid Inflatable Boat (NSW RIB), Patrol Boat Light - Counter Drug (PBL-CD) and Special Operations Craft - Riverine (SOCR). This acquisition is for services for Titan to maintain the Point and Click Research Assistance Tool (PACRAT). NSWC PC tasked Titan, in a delivery order under a local Indefinite-Delivery, Indefinite-Quantity contract, to develop an Integrated Allowance Document (IAD) in support of the MK V SOC. Titan distributed this electronic file to the Fleet each quarter, where it was well received. During subsequent fleet assist visits, Titan employees discovered that the fleet needed an interactive tool that would enable the maintainers to communicate better with the supply department. Titan then took the initiative and developed an advanced version of the IAD, which is now called the Point and Click Research Assistant Tool (PACRAT). PACRAT is an electronic parts breakdown that shows the physical location of parts, photographs, part numbers, National Stock Numbers (NSNs), and vendor information vital to the SBT Storekeeper (name, address, CAGE, phone number, etc). This software is unique to the Special Operations community and is administered by Titan Corporation, who controls the source code for the program. All efforts for the development of the PACRAT program were funded by Titan. Accordingly, the government does not have the ability to transfer the software to any other contractor to provide the required support. A five-year term Indefinite-Delivery/Indefinite-Quantity type contract is anticipated. Specific delivery dates will be established within the individual orders issued under the resultant contract. All deliveries, unless otherwise specified within any individual delivery order, will be made to the Naval Support Activity - Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. NAICS Code 541330 applies. SBA Size Standard is $23M. PSC is R599. A contract will be awarded on the basis of the proposal submitted in response to the RFP on or about Jan 06.
