- NASA/GSFC has a requirement for Laser induced Fluorescence detector. The vendor shall fabricate, test, and deliver one laser induced fluorescence detector module that meets the following specifications: Laser Type: 355 nm diode pumped solid state (DPSS) Peak Output power: greater than 2 mW Emission wavelengths: 410-780 nm Limit of Detection (OPA/NAC amino acid derivatives): < 10-16 mol Data rate: 100 Hz Construction: Suitable for use with Waters nanoAcquity system Description of Work: The LIF detector module shall be free of defects in workmanship affecting device performance. Deliverables: The vendor will supply all data relating to the performance and wavelength of the delivered DPSS laser and 355 nm filter block. Installation and training will follow operational qualification and performance qualification tests. The PQ test will consist of measuring the signal-to-noise ratio of a test solution within the analysis conditions and comparing it versus the specifications. NASA/GSFC intends to purchase the items from ESA, Inc. pursuant to FAR 13.106, for the acquisistion of supplies or services determined to be reasonably available from only one source. This is an upgrade for a previously purchased Waters LCT Premier TOF MS coupled to a nanoAcquity (Nano-HPLC). The sensitivity of a LIF detector must be coupled to the existing equipment. This instrument must use a diode pumped solid state (DPSS) laser with an excitation wavelength of 344nm focused onto a capillary cell inside a sapphire ball lens cell and the emission wavelengths (410 to 780 nm range) must be detected with a photomultiplier tube. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 24, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
