- It is the intent of the National Library of Medicine (NLM) to procure on a competitive basis health and medical news stories, written for a lay-audience, to be included in MedlinePlus. NLM requires an authoritative health news resource to provide news stories of general interest to the health consumer written for a mass-media audience. NLM wishes to provide public access to these stories for at least one month from their published date. NLM will host the content on its own servers. Additionally; Linked headlines may appear on up to six MedlinePlus pages (homepage, news by date and news by topic, plus 3 topic pages).Linked headlines may be emailed on listservs and/or provided via RSS feeds to MedlinePlus users. Up to five linked headlines per day may also appear on the NLM homepage http://www.nlm.nih.gov). MedlinePlus users will be allowed to generate an ?email to a friend? containing the linked headline or full-text of the story. Requirements: Minimum number of news stories per week is 15; There must be no requirement that NLM accept all news stories provided. The provider must have editorial policies and procedures in place to insure the accuracy and integrity of each story; News stories must cover health and medical stories of broad, national and/or international interest and should include: health and wellness, biomedical research results, new drug information, new disease treatments. Stories must include: headline, byline, body, and published-on date. Delivery of content must be reliable and consistently available at least 5 days per week. Currency of information: Information must be current. Published dates and times included as a standard field are required. No commercial content: Information must be free of commercial endorsements or advertisements. Unobtrusive co-branding: Co-branding must not be intrusive. Format of content: Content must be delivered to NLM via XML. NLM prefers to retrieve data via FTP, once per day. Offeror must provide DTD or schema specifying layout of stories. Accessibility of content: If photographs, illustrations, or animations are included in the new story, ALT tags must be provided that provide meaningful textual descriptions. All graphics must include an ALT tag, regardless of whether graphic is decorative or informative. The period of performance is anticipated for a period of twelve (12) months with four (4) one-year option periods. The proposed acquisition will be procured under FAR Part 12 - Acquisition of Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available at this time. However, The RFQ will be release on or about December 2, 2005.
