Description

DESC: This is a combined synopsis/solicitation, HC1047-06-T-4000 for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16 and Defense Acquisition Circular. Contractors will submit proposals for the following item: CLIN 0001 - 1 Each - Used Agilent Model 89641A DC-6.0 Ghz Vector Analyzer containing the following components: E1439C- VXI 70Mhz IF ADC with filters and memory, E1439C-001- 1.2 GB total RAM, E89605B- RF Input and Calibration Module, E2731A- 20 Mhz- 6Ghz RF Tuner Module, E8941B- IEEE-1394 PC Link to VXI, E8491B-001-OHCI based IEEE-1394/PCI card, 89601A-Vector Signal Analysis Software, 89601A-200-Basic VSA, no HW connectivity, 89601A-300-Hardware connectivity, E8408A- 4-slot, C-size VXI mainframe, E8408-80900- Installed backplane connector shields, E8408A-001- Enhanced current -5.2V power supply (Max 5.8 A; -24Vpk reduced to 0.5Amp), E8408A-903- Power cord- United States and Canada (120V), the unit must be fully functional with at least 6 months left on its factory warranty, the unit's calibration must be current and Agilent certified. North American Industry Classification System Code 334220 and Size Standard not to exceed 750 employees. A firm-fixed price contract is contemplated. The anticipated award date is 6 January 2006. FOB destination and delivered to National Assessment Group, 2251 Wyoming Blvd. SE, Kirtland AFB, N.M. 87117-5609. Delivery is 30 days after receipt of order. FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (Jan 2005) is incorporated by reference and applies to this acquisition. FAR 52.212.2, EVALUATION-COMMERCIAL ITEMS applies to this acquisition, paragraph (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation will be based on the following factors: (1) Capability to meet the specifications described in CLIN 0001 above, (2) Price. Offeror shall include a completed copy of the provision at FAR 52.212-3, OFFEROR REPRESENTATION AND CERTIFICATIONS ALT I (Mar 2005) with proposals. The Provision may be obtained at http: farsite.hill.af.mil FAR 52.212-4 CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS (Oct 2003) is incorporated by reference and applies to this acquisition. CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS (Jul 2005) is hereby incorporated by reference. The following clauses apply to this solicitation and any resultant contract, FAR 52.212, FAR 52.222-35, 52.222-37, FAR 52.232-33, FAR 52.222-26, DFARS 252.225-7001, DFAR 252.225-7002, and DFARS.
