- This announcement constitutes a Sources Sought Synopsis for the Air Force Medical Support Agency (AFMSA/SGRTT), Medical Information Systems Technology Branch. The following information is provided to assist the Air Force in conducting Market Research of Industry to identify potential contractors for this effort. The AFDW/A7KM is contemplating a single award for these services. The contract period shall consist of a base period from date of award through 12 months, and four one-year option periods for renewal at the discretion of the Government. The primary place of performance is AFMSA/SGRTT, Bldg 150, SGRTT, 2510 Kennedy Circle, Suite 208, Brooks-City Base, TX 78235. Additional locations may include other Department of Defense (DoD) and non-DoD installations CONUS and OCONUS. All contractor personnel assigned to this effort will be required to have a Secret Security Clearance at the start of period of performance. Contractor personnel assigned to this task must maintain the required clearance level for the duration of this effort. Specific security requirements will be identified in the DD Form 254, Department of Defense Contract Security Classification Specification. The contractor will be responsible for providing personnel with expertise in physical plant supporting medical systems infrastructure, functional medical systems infrastructure requirements, medical systems communication networks, office automation communication networks, security, telephony, medical systems, office automation systems, computer hardware, call center operations, and associated software to meet the requirements of the specified tasks. Contractor personnel assigned to this contract must keep current on the technologies associated with its requirements. In addition to technical expertise, contractor personnel assigned to perform site surveys and manage design efforts must have a thorough understanding of medical group organizations and business processes, to ensure that required functions and solutions meet current and projected requirements. The contractor must also have applicable expertise in government acquisition and program management disciplines. This expertise is essential to ensure that cost, schedule, performance, and risk associated with the procurement, deployment and testing of solutions are effectively applied in support of the AFMSA mission. The Government is looking for contractor(s) able to meet objectives in the following areas: Engineering, Operational, and Support Functions: In support of its mission, Air Force Medical Support Agency (AFMSA) has been designing and installing new local area networks (LANs) and various security measures at Air Force Medical Treatment Facilities (MTFs) worldwide under the Medical Systems Infrastructure Modernization (MSIM) Program. The Office of the Air Force Surgeon General has consolidated Air Force Medical Service infrastructure support functions into a single entity under the MSIM Program. The objective is to obtain support to assist AFMS in assessing and supporting the overall AFMS information technology needs that affect healthcare delivery. As part of this overall objective, this support effort is required to provide network and security solutions to support the Tri-Service Systems set forth by the TRICARE Management Activity (TMA) for Clinical and Business Areas Automated Information Systems and Air Force specific medical objectives. Critical tasks essential to this effort include design and deployment of new network infrastructures to meet rapidly changing mission requirements (just in time infrastructure) and the larger in scale complete infrastructure design and deployments that encompass both wired and wireless networks, supporting the existing functional medical network infrastructures through the maintenance and sparing function with integrated engineering support. All of these task functions are essential to support a complex medical environment and are a critical component of effective, modern military healthcare delivery. AFMSA Organizational Help Desk: In support of the AFMSA mission, the Organizational Help Desk supports the AFMSA at Brooks City-Base, TX, along with, remote locations to include the Air Force Medical Logistics Office at Kelly USA, TX, the Health Facility Offices (HFO?s) in Atlanta, GA, and San Francisco, CA, with a total customer base of over 200 customers. The AFMSA Organizational Help Desk must be able to support remote telecommuter users with the same level of support afforded to on-site office workers. The objectives of this requirement include all of the following support efforts in varying levels of complexity: Workstation, Server, Video Teleconferencing, Equipment Management, Local Area Networks, Wide Area Networks, System Security, System Accreditation, and overall organization Information Assurance duties related to information systems and directed by the Air Force. Integral to these functions are all aspects of hardware, software desktop and laptop personal computer (PC) functionality. Maintenance & Sparing MTF Local Area Network Support: The goal of this requirement is to provide Maintenance and Sparing support for all currently installed and future Air Force Medical Service (AFMS) Local Area Network (LAN) electronics and equipment. This support includes smaller level expansion projects. Network engineering support and consulting services will also be supported under this function for minor configuration changes to MTF LAN equipment or configurations that may be beyond the local site expertise or support available. The normal duty hours for the Maintenance and Sparing support function are, 7am ? 5pm, Monday through Friday (not to include government holidays). However, due to the unique nature of customer support required in direct support of the Air Force Surgeon General?s worldwide medical mission requirements, the staff shall be available to meet organizational urgent and mission critical requirements outside of normal duty hours. The Government does not intend to make an award on the basis of this Sources Sought Synopsis or otherwise pay for the information solicited herein. Copies of the submitted information will be forwarded to the Air Force Medical Support Agency (AFMSA/SGRTT), Medical Information Systems Technology Branch, for review. This acquisition will NOT be set-aside utilizing any of the Small Business Administration?s (SBA) Programs. Instead, these services will be acquired on an unrestrictive basis. A Request for Proposal (RFP) may be issued on or about 9 Dec 2005. The anticipated date for receipt of proposals will be on or about 17 Jan 2006. The anticipated contract award date is 1 Mar 2006. A DRAFT performance-based work statement (PWS) is included with this announcement.
