Description
The U.S. Fish and Wildlife Service (USFWS), Region 5, is planning for the design of three fish passages at three separate dams on the west branch of the Susquehanna River located at South Williamsport, PA, and Lock Haven, PA. The design for the Hepburn Street Dam located in S. Williamsport, PA, includes demolition of existing structure, serpentine vertical slot fishway, site survey and geotechnical investigation. Key features include a flow control gate at the attraction water chamber, automated adjustable fishway entrance gate with automated closure gate at exit channel, camera-based fish counting with remote feed and viewing room (window). The design for the Grant Street Dam located in Lock Haven, PA, includes a Denil fishway with flow control gate and valve pit for the attraction water, automated adjustable entrance channel gate and closure gate. The First Quality Paper Company Dam on Bald Eagle Creek located in Lock Haven, PA, includes a Denil fishway with standard baffles and concrete flumes. Interested firms shall submit, in writing, their qualifications using Standard Form 330. Qualification factors used for the evaluation of firms shall be; 1) Professional qualifications necessary for satisfactory performance of required services (30%); 2) Specialized experience and technical competence in the type of work required (40%); 3) Capacity to accomplish the work in the required time (10%); 4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules (10%); and 5) Location in the general geographical area of the project and knowledge of the locality of the project (10%). Interested firms should submit two copies of their Standard Form 330 to: U.S. Fish and Wildlife Service, 300 Westgate Center Drive, Hadley, MA 01035-9589, Attn: Christopher Murphy, Contracting Officer, not later than close of business December 23, 2005.
