Description
The due date for proposals for this requirement is hereby extended to 2:00 PM EST on Monday, November 28, 2005. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. GovWorks is issuing this solicitation on behalf of the United States Airforce (USAF) Air Mobility Battlelab (AMB). The Request For Proposal (RFP) number is 60086. The resultant award is expected to be a firm fixed price contract. The competitive RFP, specifications, RFP amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.govworks.gov/vendor/csolicit.asp under RFP number 1435-04-06-RP-60086. Potential offerors are responsible for accessing the web site. Ensure the RFP number and project title is referenced on all correspondence. The requirement is for contractor support to provide a complete solar energy system that shall include flexible solar panels embedded in tent fabric, an inverter, batteries, and all electrical connections and enclosures necessary to provide one 20 amp, 120 volt AC circuit to the tent during a demonstration at the Air Force Research Laboratory (AFRL), Tyndall AFB, FL. The Contractor shall also install, test and commission the system; provide training to AFRL personnel and AMB representatives; provide field support and collect performance data during the demonstration; and provide a project plan, monthly reports, and a final report. The period of performance will be 12 months from the date of award. FOB shall be DESTINATION. The following provisions and clauses apply to this acquisition: The provision at FAR 52.212-1, Instructions to Offerors--Commercial Items. 52.212-2--Evaluation--Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price considered. 52.212-3, Offeror, Representations and Certifications-Commercial Items. The offeror must include a completed copy of this provision with their quote or refer the contracting officer to the electronic version of the Representations and Certifications posted to http://orca.bpn.gov/login.aspx. 52.212-4, Contract Terms and Conditions-Commercial Items. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (including 52.203-6; 52.219-8; 52.219-14; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.225-1; 52.225-3; 52.225-13; 52.219-6; 52.232-33; 52.222-21; and 52.222-43). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-18. The North American Industry Classification System (NAICS) code is 237130 with a small business size standard $28.5 million. All firms or individuals responding must be registered with the Central Contractor Registration (CCR) and must include in the proposal over cover/transmittal letter, the CAGE Code that results from registering on the CCR website, the company's DUNS number and federal taxpayer ID number. Proposals are required to be received by email at the email address below no later than 2:00 P.M. EST Monday, 28 November, 2005. Hard copies are not desired. Offerors are encouraged to discount labor rates in initial proposals-the government intends to award the contract without discussions. All requests for clarifications, questions as well as proposals must be e-mailed to Mr. Jay Zagursky at Jay.Zagursky2@mms.gov. The deadline date for requesting clarifications and asking questions is Monday, November 7, 2005. The government will publish all answers and clarifications to make the replies available to all interested parties.
