Description
This is a Sole Source announcement. No hard copy RFQ will be prepared or made available for distribution. The Government intends to award on a firm fixed price contract to STONE CONSULTING. ??? Addressing the Federal Working Capital Fund (WCF) as a Federal Government resource management system. This course will be specifically tailored for Department of Defense and Navy applications. SSC will limit class size designed for 30 students to attend the training session. The two and one-half day course will include, but not be limited to the following specific topics: Industrial Fund Management History; Working Capital Fund Concepts; Planning, Programming, Budgeting and Execution Systems (PPBES) Introduction; Cost Accounting Concepts; WCF Budgeting; Stabilized Rate Concepts and Guidelines; Financial Statement Analysis; SSC-SD Tri-Annual Review Process; SSC-SD Accrual Validation Process. Four (4) sessions in FY06, dates to be determined (TBD) Scheduled hours will be 0800-1600 on days one and two, 0800-1200 on day three. Stone Consulting will provide the laptop computers and all materials for the course. SSC-San Diego will provide the facility, projector, and flip chart use during the training session. The cost of the sessions will include Preparation of course content and materials, professional delivery of the training for the course, and copies of all materials to be provided to students during the course. Numbered Note 22 applies, however, all offers received within 7 days (in lieu of 45 days) after date of publication of original synopsis will be considered by the Government. Contract will be awarded in accordance with FAR Part 13 Simplified Acquisition.See numbered notes from any Monday edition of the CBD. Questions may be directed via email to dorothy.powell@navy.mil.
