Description
This is a notice of intent to award a purchase order on a sole-source basis for use of a conference facility in accordance with FAR Part 12, Commercial Items, as supplemented with additional information included in this notice. The authority for the sole source is FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements. This announcement constitutes the only notice; a written solicitation will not be issued. The U.S. Office of Personnel Management (OPM) intends to award a contract to the Baltimore Convention Center, Baltimore, MD, for the period of February 26, 2006, through March 2, 2006. The contract will cover a five (5) day period that will result in the use of the convention center for the purpose of holding a conference for Federal human resource agency leaders, managers, practitioners, and line managers. An acceptable facility must accommodate: 1) up to 3,000 participants for general and plenary sessions and luncheons; 2) a minimum of 30 break out rooms for 75 to 100 persons in each room; 3) exhibitor space to accommodate up to 100 vendors; 4) is within driving distance of Washington, DC; 5) is available during the period of February 26, 2006, through March 2, 2006; and 6) is within close proximity to hotels, parking, public transportation, bus terminals, and train stations. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all parties interested in this procurement must submit a capability statement within 15 calendar days from the date of this notice. Submissions after that date will not be considered. No solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. Central Contractor Registration (CCR) is required prior to execution of award. If no responses are received, an award shall be made to the Baltimore Convention Center. Detailed capabilities must be submitted to Antoinette.campbell@opm.gov.
