Description

1) The National Park Service (NPS) has extended the due date for offers and any modifications to 4:00 p.m. on December 16, 2005. Offers and any modifications must be received at National Park Service, Wrangell-St. Elias National Park and Preserve, P.O. Box 439, Copper Center, Alaska 99573 or delivered to National Park Service, Wrangell-St. Elias National Park and Preserve, Mile 106.8 Richardson HWY, Copper Center, Alaska 99573 by 4:00 p.m. on December 16, 2005. If offers are not received by 4:00 p.m. on December 16, 2005, at the location stated, they will not be considered by NPS. 2) As stated in the previous notice, the prospectus and related notices and amendments have been placed on the Wrangell - St. Elias National Park web site at www.nps.gov/wrst. Click on the "Management Documents" link to find the prospectus and related documents. 3) The National Park Service has received inquiries regarding submission of the draft contract in the prospectus. The draft contract is included in the prospectus in order to provide potential offerors the contractual requirements of the contract to be issued. Offerors are not required to complete the draft contract as part of their submission. Offerors are required to complete and submit the Offeror's Transmittal Letter found in the prospectus on pages 1-3 of 16 in Section 3 - Proposal Package. 4) As stated in the previous notice, the prospectus has been amended as follows: Amendment to Section 3 - Proposal Package, Principal Selection Factor 3, Subfactor 1. Experience Change: a. State in detail your overall background and experience in the operation of guided hunting, making particular note of your experience guiding trips in places with extreme weather conditions comparable to the conditions experienced in Wrangell-St. Elias National Preserve and the guide area that you are proposing. Also describe your outdoor experience in the area, experience and certifications pertaining to outdoor safety and first aid, and experience hunting and guiding the type of game that you intend to provide guided hunts for under the contract. State how long you have been providing these services. Include your experience managing the business aspects as well as the operational aspects of a hunting guide or similar business. To: a. State in detail the overall background and experience of the registered guide who will contract with clients for the hunts. This guide will be the primary contact for the National Park Service. Each contract will only allow one registered guide to contract with clients and be the registered guide who completes the reports required by the state of Alaska for guided hunts. The information you provide should include background and experience in the operation of guided hunting, making particular note of experience guiding trips in places with extreme weather conditions comparable to the conditions experienced in Wrangell-St. Elias National Preserve and the guide area that you are proposing. Also describe the proposed guide's outdoor experience in the area, experience and certifications pertaining to outdoor safety and first aid, and experience hunting and guiding the type of game that you intend to provide guided hunts for under the contract. State how long this guide has been providing these services. Also include the guide's experience managing the business aspects as well as the operational aspects of a hunting guide or similar business. (Note: If the proposed registered guide is not the person who will be in charge of the business aspects of the guiding operation, identify the key business manager for this operation and include their knowledge, education and experience managing a guiding or similar business.) Amendment to Section 3 - Proposal Package, Principal Selection Factor 3, Subfactor 2. Background Change: d. Provide a copy of your current registered guide license or a copy of your completed application to renew your guide license. To: d. Provide a copy of the registered guide license for the guide who will contract with clients for the hunts or a copy of that guide's completed application to renew his/her guide license. Amendment to Section 4, Draft Contract Exhibit B, Draft Operating Plan Page 1 of 6 of Section 4 - Draft Contract Exhibit B - Draft Operating Plan, Section II. Management and Organization, will include the following sentence after the last sentence of that section. "________________ is the only registered guide authorized under this contract to provide such hunts. {Note: The registered guide identified in Principal Selection Factor 3, Subfactor 1a of the application will be included on the blank line in the final contract.}"
