- Arcata Associates, Inc. (Arcata/UNITeS) performing under NASA Prime Contract NNM04AA02C, intends to acquire on an open and competitive basis, an Electronic Performance Support System (EPSS) software application (Production and Development licensing) with implementation services and sustaining software maintenance support in furtherance of the Integrated Enterprise Management (IEM) Program located at Marshall Space Flight Center (MSFC), AL. It is intended under this pending solicitation to acquire the required software licensing and services under a multi-year agreement consisting of a 12 month base period (beginning on or about 1 January 2006) with two (2) option periods ending 31 December 2008. Under the multi-year term, Arcata/UNITeS will be able to acquire additional licensing of the EPSS application as well as sustaining support over the term of the agreement. Arcata/UNITeS intends to acquire commercial goods and services using FAR Part 12. This announcement constitutes the only solicitation, as proposals are being requested per the attached Cover Letter, Request for Proposal (RFP), and Technical Specification which are located in the attached WORD 9.0 files. Interested firms have until the close of business 4:00 PM, 12 December 2005 to submit their proposals to the identified point of contact. Business and/or Technical questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 1 December 2005. It is the offeror's responsibilities to monitor this Internet site for the release of any amendments and/or clarifying questions and answers.
