Description
The Office of Personnel Management (OPM) intends to award a sole source purchase order in accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, for management support services for the President?s Quality Award Program (PQA) to Kawecki Enterprises. OPM is seeking a consultant who can develop human capital products and solutions and augment current staff resources in designing and implementing a myriad of strategies, plans, evaluation efforts, human capital presentations, and other related human capital products/services. The products and services will support the following initiative: Strategic Objective: Conduct the PQA 1. Support OPM in the development and revision of the evaluation protocol for the PQA, including selection criteria, evaluation procedures, and processes. 2. Support OPM in the development of a project plan and timeline outlining critical events and milestones for the program. 3. Conduct initial evaluation of all PQA applications. 4. Support OPM in the planning and conduct of evaluation panels. These panels evaluate applications and make recommendations for awards to the Director of the U.S. Office of Personnel Management and the President of the United States. 5. Support in the development of position papers, white papers, executive summaries, decision documents or other documents relating to the management and conduct of the program, including the conduct of the awards ceremony. 6. Write summaries for award recipients which will appear in the 2005 PQA Program Book. 7. Serve as a coach to employees currently assigned to support the program. Deliverables include, but are not limited to: a. Project Management Plans/Support; b. Human Capital-Related Presentations and Speeches; c. White Papers, Position Papers, Executive Summaries, Decision Documents or other documents relating to the program; d. Model Evaluation Protocol; and e. Communication Rollout Strategies. The selected contractor must demonstrate the following: 1) Expertise in the field of human capital management; 2) Knowledge of the President?s Management Agenda; 3) Strong communications (oral and written) and coaching skills; 4) Expertise in the development of evaluation protocols and the management of evaluation panels; and 5) Expertise in the conduct of a high-profile awards program. All deliverables, where applicable, must subscribe to Federal regulations and standards. All deliverables shall be developed using the Microsoft Office Suite unless OPM determines otherwise. Web-based application and other electronic tools must be Section 508 compliant where applicable. This requirement will be done as a follow-on purchase order. The period of performance is November 30, 2005, through September 30, 2006. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT FROM ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 13.106-1. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all interested parties who believe they can meet this requirement are invited to submit in writing via mail, facsimile, or e-mail no later than November 29, 2005, complete information, including pricing information, describing their ability to provide these services. OPM will not pay for this information. OPM will not issue a solicitation and will not honor requests for a solicitation. OPM will not award a purchase order on the basis of offers received in response to this notice. A determination by OPM not to open this requirement to competition based on responses to this notice is solely at the discretion of the OPM. All interested parties must submit detailed capabilities to the Contracting Office Address identified above or the e-mail address identified below under Point of Contact, Attention: Andre Adams, by Wednesday, November 29, 2005, at 1:00 PM EDT. If responses are not received by that date and time, OPM will award to Kawecki Enterprises without further notice.
