Description
The Office of the Chief People Officer proposes to procure an effort for Human Resource Performance Measurement without using full and open competition. This requirement is being issued by the GSA Office of the Chief Acquisition Officer?s Operational Contracting Staff (VC) in accordance with FAR 13.5, Test Program for Certain Commercial Items. Due to limitations in GSA?s existing performance measurement process and methods, the Chief People Officer has decided to revise OCPO?s processes to obtain better cost-effective decision-making information. Accurate, transaction-level measurements will enhance GSA?s insight into their workforce. These measures are needed to benchmark the performance and progress of OCPO?s most valuable and most expensive asset, its human capital, in order to improve strategic and financial planning and to drive organizational improvements which are the ultimate objectives for this process. OCPO has determined that to reach these objectives, it needs metrics that: (1) focus specifically on human capital; (2) can be integrated with financial measures, and (3) are available in real time to reflect the changes in our resources as they occur. In addition, GSA needs to place their results in context by benchmarking them against similar-sized organizations. The resulting customized reports and analysis are essential for making the best use of GSA?s human capital during the challenges facing the agency. The period of performance of the base period for this effort shall not exceed 12 months from the date of award. The Government intends to solicit and negotiate with CLC Metrics, Inc. for the supplies and services in accordance with FAR 6.302-1. Interested parties may identify their interest and capabilities. This is not a request for competitive proposals.
