Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This incorporates provisions and clauses are those in effect through Federal Acquisition Circular 06. This requirement is under NAICS code 721110 and size standard of $6.0 million. FAR 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items, applies to this acquisition. The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) Branch on behalf of the National Institute of Neurological Disorder s and Stroke (NINDS) intends to negotiate on a sole source basis and award a purchase order to Airlie Foundation, 6809 Airlie Road, Warrenton, VA, to provide, plan and arrange for conference logistics including contracting with vendor for conference, guest accommodation, and food/beverages, handle outside speaker travel, coordinate registration, and produce conference materials for the training conference for investigators and fellows of the intramural research program. Performance for this requirement is April 19-21, 2006. The NINDS Intramural Retreat Workshop is a conference meeting the criteria for training under the Government Employees Training Act (5 U.S.C. 410.404). The training will consist of an intense two and a half day program with evening sessions of scientific talks by two outside keynote speakers and intramural senior investigators on research findings and techniques that cut across basic and clinical neuroscience research. A poster session will be a focal point of the program to afford fellows an opportunity to showcase their research for critical exchange about research findings and methods. Airlie Foundation will provide, plan and arrange for conference logistics including contracting with vendor for conference, guest accommodations, and food/beverages, handle outside speaker travel, coordinate registration, and produce conference materials. Registration and abstract submission will be by NINDS registration website. Registration and abstract data will be provided electronically by the TOM (Task Order Monitor) as identified during the registration process to the contractor in an Excel spreadsheet or appropriate database format. Airlie will collaborate with NINDS to accomplish the following activities: Meeting Planning: 1. Contract for guest rooms and meeting room facilities at the Airlie Center, 6809 Airlie Road, Warrenton, VA. Guest accommodations: 72 people in single rooms, 56 people to share double rooms, 20 day guests. Conference space: Conference room/classroom style for plenary session for 140, Poster session in Pavilion and comparable indoor rooms (2 conference rooms); Registration room 2. Handle all details of the Airlie Conference Center contract and payment. 3. Conference and banquet arrangements: tentative Schedule and food requirements as follows: All meals in main dining room; AM and PM breaks adjacent to conference room Plenary session in main conference room (classroom style) Day 1- 3:00-5:30 pm registration 5:30-7:00 pm dinner 7:30-9:00 pm plenary session Day 2- 6:30 am poster set up in Pavilion/ in case of rain set up in 2 conference rooms 7:30-8:30 am breakfast 8:30 am-9:00 pm plenary sessions throughout the day AM/PM breaks 12:00-1:00 pm lunch 3:30-5:00 pm Poster session 6:30-8:00 pm dinner Day 3- 7:30-8:30 am breakfast 8:30-noon plenary session Noon-1pm lunch 1:00 pm departure 4. Arrange audiovisual equipment and poster board needs. LCD computer projector, VGA switch, podium, lapel and table microphones and dedicated AV technician, 5. Poster Boards: 36 4? x 6? double-sided poster boards for 72 posters 6. Coordinate registration details including but not limited to handling registrants? inquiries, determining rooming assignments according to NINDS specifications, provide the guest list with rooming assignments to the facility. 7. Produce participants? roster, abstract books and other conference materials for distribution to all participants. Pre-Retreat Support: 1. Planning Retreat The contractor shall confer with the Task Order Monitor (TOM) to obtain relevant background material and develop a strategy and operation plan, including issues to be addressed, theme, format, desired speakers, participants, and expected products. The contractor shall identify appropriate pre-meeting materials to be developed, with corresponding timeline, and determine staffing needs to achieve program objectives. 2. Site Selection The contractor shall make arrangements for meeting rooms, sleeping rooms and miscellaneous services required on-site as determined by the TOM. The contactor shall be responsible for maintaining contact with the site facility staff and TOM throughout the retreat planning to ensure smooth operations. The contractor shall arrange for any related on-site services, equipment or supplies. 3. Registration On-line pre-registration and abstract submission is required of all participants. The website and database will be administered by the TOM, and data provided to the contractor electronically in an Excel spreadsheet or suitable data format. The contractor shall be responsible for receiving and answering inquiries regarding registration and poster session requirements. The contractor will provide periodic reports of registration and abstract submission rates. 4. Pre-Retreat Materials The contractor shall prepare and reproduce for distribution to participants at the workshop folders to include the participants? roster, abstract booklet, name badges. The TOM will provide the retreat program for the contractor to duplicate and include in the folders. The TOM will provide input and review prior to finalizing and duplication. The contractor will arrange delivery of meeting folders to the Airlie Conference Center in advance of the meeting. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
