Description
The Office of Justice Programs (OJP), Office of Communications (OCOM), plans to issue a request for proposal for one consultant / conference coordinator. The required commercial services are estimated to be for 1920 hours in the base year, with a one-year option containing an additional 1920 hours. The base year period of performance will be from January 1, 2006 through December 31, 2006. The consultant / conference coordinator will be responsible for (1) establishing and maintaining liaison with agency and outside organizations to help plan and facilitate public events, including agency-related conferences, meetings, etc.; (2) consulting regularly with the Information Resources Deputy Director and staff, as well as bureau and program office leadership and staff, to plan, implement, and host meetings, conferences, training events, focus groups, and other public events that involve OJP?s visibility and credibility; (3) developing and preparing purpose statements that define the goals and objectives of any event, and working to ensure that key agency and Administration initiatives are included in public events where possible and appropriate; (4) developing or supervising production of appropriate materials to convey information to audiences at these events; (5) developing agreements with selected contractors to find meeting locations, prepare meeting event budgets, and develop a time-line for each event, as well as be the point of contact for all substantive meeting and logistical issues; (6) attending the events to ensure successful execution and acting as a representative of OJP to communicate a clear and concise message; and (7) developing a summary strategy and preparing reports as required. The desired education and experience for this position includes a four year college degree and additional training in criminal justice or a related field, supplemented by five years directly related work experience. The consultant position is to support current OCOM civil service staff and is considered roughly equivalent to an experienced GS-13 communications position. This solicitation is 100% set aside for small businesses; the assigned NAICS code is 541990, all other professional, scientific and technical services, and the associated size standard is $6,000,000 average annual sales. Proposals will be accepted from any such small business located within 50 miles of our Washington, D.C. offices. Interested contractors / consultants must request a copy of the solicitation by email to the contracting officer noted. The request must contain their full company name, address, point of contact name, e-mail address, and telephone number. The contracting officer will in turn provide a copy of the solicitation to interested vendors by e-mail using an Adobe Acrobat PDF file attachment containing the complete solicitation. The solicitation will be issued on or after December 14, 2005. The closing / due date for receipt of a proposal to include (1) a qualifications and experience statement, and (2) a price proposal on a time and materials basis, will be 14 days thereafter, approximately December 28, 2005. All proposals must be sent via overnight express mail, one original and two copies.
