- NOTICE: This is a request for information only. The information provided in response to this notice will assist the Government in determining the extent of the market for the type of work described herein. NOTE: THIS SYNOPSIS IS NOT CONSIDERED A REQUEST FOR PROPOSAL BUT A REQUEST FOR INFORMATION ONLY. No solicitation document is available. No contract will be awarded on the basis of responses received to this notice. 1. Introduction: The National Institute of Standards and Technology (NIST), Gaithersburg, MD is comprised of more than 30 buildings situated on a 578-acre campus. The NIST Advanced Measurement Laboratory (AML) is a 5-building, 536,507gsf (49,843gsm) state-of-the-art, advanced technology research facility. The NIST AML Nanofab is one of five buildings in the AML at the Gaithersburg, MD campus. The AML Nanofab, which opened in October 2005, provides researchers at NIST working on a variety of semiconductor and other nanotechnology research the ability to fabricate prototypical nanoscale test structures, MEMS, nanoelectronic devices, measurement instruments, and standard reference materials. The NIST AML Nanofab has approximately 1,000 square meters of Class 100 bays with raised floors. The Nanofab currently has a suite of new equipment (capable of processing 150mm wafers) including furnaces (2 banks of 4 tubes each), LPCVD (poly, nitride, LTO), rapid thermal annealer, 4 reactive ion etchers (SF6/O2, 2 Metal, Deep), 3 metal deposition tools (thermal, e-beam, sputter), contact lithography (front- and back-side alignment), focused ion beam, and numerous monitoring tools (FESEM, spectroscopic ellipsometer, contact profilometer, 4-point probe, microscope with image capture, etc.). 2.Sources Sought: This sources sought is for the purpose of seeking interested, qualified parties capable of providing the necessary services to modify mechanical, electrical and architectural systems and services in the AML Nanofab facility, a Class 100 clean room. NIST expects to install additional equipment into the facility over the next several years and requires technical services for the fit-up and hook-up of this equipment. The contractor may be responsible for designing the fit-up, performing any or all aspects of the fit-up, and working with the equipment vendor to enable tool hook-up and start-up. 3. Experience Required: The contractor shall have extensive previous experience in all aspects of the fit-up design, fit-up, and hook-up of semiconductor fabrication and metrology equipment within Class 100 (or lower) industrial semiconductor fabrication facilities. The contractor shall have the full range of engineering, design, and subcontractor specialties at its disposal (e.g. high-purity gas lines, exhaust, deionized water, electrical, mechanical, safety, etc.) to fit-up the following types of equipment: hazardous gas cabinets, valve manifold boxes, atmospheric furnaces, chemical vapor deposition tools, reactive ion etchers, lithography tools (including, but not limited to, steppers, contact aligners, imprint, e-beam), wet decks, semiconductor metrology tools (including, but not limited to, scanning electron microscopes, atomic force microscopes). The contractor shall have experience in developing reliable cost estimates and shall have demonstrated the ability to complete work on time. The contractor shall have demonstrated expertise in process engineering associated with the aforementioned tools and shall have experience working with equipment vendors to enable hook-up and start-up of the tool. 4.
