Description
The purpose of this modification is to post an additional question and answer to the above referenced Broad Agency Announcement. All other terms and conditions remain unchanged: Question: The subject solicitation requires a “Summary of Cost, Deliverables, Schedule, and Milestones” in Section B. Does this refer to the cost of the work covered in the proposal or the capital costs and annual maintenance/operations of the technology when implemented? Answer: In Volume I, Section B of the proposal, under “Cost, Deliverables, Schedule, and Milestones,” the offeror should provide a summary of the cost, deliverables, schedule, and milestones for the demonstration of the technology at the proposed test sites for the project. The cost estimates are to be made for the actual work being proposed -- not cost estimates for the technology after the demonstration project is completed and the technology is rolled out. On the other hand, in Volume I, Section C, subsection entitled “Description of Technology” of the proposal, the offeror should provide a summary of the capital costs and annual maintenance/operations costs of the technology when it is ready for implementation after the demonstration project is completed and the technology is rolled out. As stated in a previous modification to this solicitation, the assumption (about a group of three truck stops within a 50-mile circle, each with 50 parking spaces) does NOT apply to the demonstration project because it may not be practicable for all proposed test sites. This assumption applies for the technology after the demonstration project is completed and the technology is rolled out. The assumption is required for making the cost estimates so that the cost estimates for different technologies proposed by different bidders can be evaluated on the basis of a common assumption.
