PART: U.S. GOVERNMENT PROCUREMENTS SUBPART: SUPPLIES, EQUIPMENT, AND MATERIAL OFFADD: AFFTC/PKT Directorate of Contracting, 5 S. Wolfe Ave., Edwards AFB, CA 93524 SUBJECT: Dynamical mechanical analyzer (Q800) REF NO.: F1SBAA5299BG01 DUE: 16 Dec 2005 POC: Deanna Wright, deanna.wright@edwards.af.mil; 661-277-7706 (ph), 661-275-7859 (fax) DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures, to TA Instruments, 109 Lukens Drive, Newcastle, DE 19720. This acquisition is sole source because the item must be compatible with existing equipment. This acquisition is unrestricted. The NAICS code is 334516. The following item will be procured: Minimum Specifications for Dynamic Mechanical Analyzer The instrument must have: A mechanical design that incorporates graphite air bearings for ?frictionless? movement of the drive shaft and provides a full 25 mm travel without the use of steel springs or lead screws and stepper motors A frequency range of 0.01 to 200 Hz with a force range of 0.0001 to 18 Newtons and an amplitude of .5 to 10,000 microns. Include a non-contact linear optical encoder to detect movement of drive shaft. The resolution of the encoder must be equal to or below one (1) nanometer over the full 25 mm drive shaft travel. The ability to provide tension, compression, 3-point bend, dual cantilever, single cantilever, and shear sandwich modes of deformation. In addition, DMA must accommodate submersion clamps (tension and compression) with fluid reservoirs that eliminate the need to invert the instrument to perform submersion studies. An automated bifilar wound furnace to control the temperature between -150 600 ˚C in the test chamber to a precision of ? 0.1 ˚C. A liquid nitrogen cooling system with an automated liquid nitrogen control system, which controls the test chamber down to -150 ˚C. The system must be equipped with automatic filling capabilities from large tank using level sensor. The system must also have the capability to perform automatic filling of accessory during a run when not cooling. Fixtures for testing film and fiber samples in tension and rectangular bar samples in a three-point bend mode. A computer with at least 4.0 GHz clock speed and 512 MB of RAM A minimum of a 1 year warranty Contractors interested in this requirement should submit a complete technical quote, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a commercial contract (i.e., Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR Part 12.
