Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Bioinformatics (CB), plans to procure on a sole source basis, for Metaphrase Server Software Base License, additional server license and three additional non-production server licenses, from Apelon Systems Inc., 100 Danbury Rd., Ste 201, Ridgefield, CT 06877. The Center for Bioinformatics is charged with providing NCI with controlled scientific and clinical vocabulary. The NCI is active in the area of vocabulary development and building infrastructure to make vocabulary available to the NCI and its information systems. Apelon Metaphrase is a middle-ware component that provides vocabulary data structures to calling applications and servers through a Java application-programing interface that has been in use in the NCI since the late 1990?s. Apelon Metaphrase provides the following unique functionality: the ability to load and serve local terminology sources in addition to sources in the National Library of Medicine UMLS Metathesaurus, the ability to edit and map local sources added to UMLS Metathesaurus, the ability to support NCI critical infrastructure investments in caCORE and caCORE dependent systems by providing Metathesaurus search and reporting functionality provided by existing caCORE 3.0.1 and 3.1 client-side APIs, the ability to support server side the lexical search functions soundex, stemming, norming, and spell correction, and the ability to serve co-occurrence frequency analysis data from UMLS Metathesaurus and to provide URL-based linkage to Medline citations for each co-occurrence. Apelon Systems, Inc. is the only known source to the NCI Researcher that can meet the aforementioned requirement. The acquisition is being conducted under the simplified acquisition procedures authorized in FAR Part 13. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statements of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EST, on January 3, 2005. Faxes and emailed capability statements are not authorized. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to gardnerka@mail.nih.gov. It is the vendor?s responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. NAICS: 541519; Size Standard is $23M.
