Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is R1PB57000520 and is issued as a Request for Quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. This solicitation is Sole Source to Northrop Grumman (See numbered note 22). The associated NAICS code is 423430 and the size standard is 1000 employees. Description of Work: Any questions shall be directed to the Contracting Officer Doug Punzel (617-565-5769) at Douglas.Punzel@gsa.gov with copies to Paul Bowen at paul.bowen@gsa.gov. Purchase, install, testing, and return delivery of 4 each Link 11 NTDS Type A/B Interface Kit (PCI), Part #160-A-3155 consists of: One PCI NTDS interface circuit card assembly, Adapter cables, and NTDS connector module into 4 each CCD?s. To provide reliable Link 11 tactical communications, networking, and testing ability, and to ensure that the current Link 11 Navy Tactical Data Link System (NTDS) architecture continues to operate effectively and efficiently. Northrop Grumman is the producer of the Common Connectivity Device (CCD), the basic building block. Embedded within the CCD is a NTDS Type A/B Interface Kit which, when coupled with the Northrop Grumman?s CCD software, enables the operator to communicate with remote networks. The NTDS Type A/B Interface Kit, when used in conjunction with the Northrop Grumman CCD software, also provides the operator with an essential diagnostic tool. The provision at FAR 52.212-1, Instruction to Offerors Commercial Items (Jan 2005)* applies to this acquisition and is incorporated by reference. (* (c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.) The provision at FAR 52.212-2, Evaluation Commercial Items (Jan 1999) applies to this solicitation. Award will be made to the lowest total price quotation that meets all delivery requirements. Delivery requirements include the following: (1) Delivery terms shall be FOB destination; (2) Delivery of all items shall take place not later than thirty (90) calendar days from the date of award; (3) There shall be no partial deliveries. Offerors are to provide quotations for all items to be considered responsive. Only one award will be made in response to this solicitation. Multiple awards will not be made. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Mar 2005), with its offer and/or verify by the ORCA website. The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items (Sep 2005), applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Sep 2005), applies to this acquisition.
