Description
NASA/MSFC has a requirement for Pyrometers. The Government intends to acquire a commercial item using FAR Part 12. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ). Item 1: One-Color Wavelength Pyrometers - Mikron Infrared, INC., Model MI-S140 Special: High-speed, high-optical resolution, non-contact thermometer. Laser alignment; spectral range of 0.677um; Optics 3. Brand name and/or equal. Quantity: 10 Background This device is used to optically measure the temperature of an object so as to not make physical contact with the object. Non-contact temperature measurement is needed for MSFC propulsion tests. Requirements The pyrometer must operate with a central wavelength of 677 (plus or minus)2nm and a full width half maximum of 10nm. The temperature measurement range should be at least 1100C through 3500C for an emissivity range of 0.2 through 1.0. The detector material should be silicon or silicon based. Another concern is the optics of the device: they should have a focusing range of "13.4 through 157.5? (340 ? 4000 mm) with a corresponding target size range of "0.035 through 0.591? (0.089 ? 15 mm) diameter at 90% radiation acceptance. A variably adjustable objective lens for focusing a laser alignment spot on-the-target shall be provided. The objective lens aperture should be no greater than 9 mm diameter. The output of the device can have an adjustable response time from 500?s to 10s depending on the signal strength, the higher speeds being accessible by analog output. Also, switchable RS485/RS232 communication capability shall be available with a baud rate up to 19.2 kBd for communicating such items as emissivity, temperature reading, response time, instrument status, etc. The uncertainty of the temperature readings shall be no greater than 0.5% for temperatures greater than 1500C with a known emissivity. Power to the pyrometer shall be 24V AC/DC (plus or minus) 6 V at 60 Hz (plus or minus) 4 Hz at no greater than 2.5 VA power. The dimensions of the device should be 170 (plus or minus) 10 mm long x 50 (plus or minus) 5 mm diameter/square. Mounting capability on the exterior surface of the pyrometer shall be provided. Exterior housing shall have a grounding connector. Accessories: A 5 meter connecting cable shall be provided with a straight connector into the pyrometer. Item 2: Low-Temperature Pyrometers - Mikron Infrared, INC., Model MI-GA140: High-speed, high-optical resolution, non-contact thermometer. Laser alignment; spectral range of 1.45 ? 1.8 um; Optics 3. Brand name and/or equal. Quantity: 4 Background This device is used to optically measure the temperature of an object so as to not make physical contact with the object. Non-contact temperature measurement is needed for MSFC propulsion tests. Requirements The pyrometer must operate with a wavelength range of 1.45 ? 1.8 um. The temperature measurement range should be at least 250 through 1350 C for an emissivity range of 0.2 through 1.0. The detector material should be InGaAs. The optics of the device should have a focusing range of "13.4 through 157.5? (340 ? 4000 mm) with a corresponding target size range of 0.035? through 0.591? (0.89 ? 15 mm) diameter at 90% radiation acceptance. A variably adjustable objective lens for focusing a laser alignment spot on-the-target shall be provided. The objective lens aperture should be no greater than 16 mm diameter. The output of the device can have an adjustable response time from <1 ms to 10 s depending on the signal strength, the higher speeds being accessible by analog output. Also, switchable RS485/RS232 communication capability shall be available with a baud rate up to 19.2 kBd for communicating such items as emissivity, temperature reading, response time, instrument status, etc. The uncertainty of the temperature readings shall be no greater than 0.3% with a known emissivity. Power to the pyrometer shall be 24V AC/DC (plus or minus) 6 V at 60 Hz (plus or minus) 4 Hz at no greater than 2.5 VA power. The dimensions of the device should be 195 mm long x ~ 56 mm square. Mounting capability on the exterior surface of the pyrometer shall be provided. Exterior housing shall have a grounding connector. Accessories: A 5 meter connecting cable shall be provided with a straight connector into the pyrometer. Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than December 30, 2005. It is the quoter's responsibility to monitor this site for the release of amendments (if any). An ombudsman has been appointed - See NASA Specific Note "B". The FOB Point is Destination - Marshall Space Flight Center. The DPAS Rating is DO-C9. This procurement is a total small business set-aside. Applicable Provisions: FAR 52.212-1 (Instructions to Offerors-Commercial) (January 2005) Comment: All prespective vendor must be reqistered in the Central Contractor Registration System (CCR): http://www.ccr.gov/ FAR 52.212-2 (Evaluation-Commercial Items)(Jan 1999) Comment: This procurement will be awarded as low price and technically acceptable.
