Description
Aeronautical Systems Center, Mobility Systems Wing (MSW), Large Aircraft Infrared Countermeasures Systems Squadron (LAICSS) awarded two next generation missile warning system (NexGen MWS) System Development and Demonstration (SDD) contracts in FY04. This 28 month development contracts complete in FY06. The LAICSS intends to procure production ready NexGen MWS systems for operation with the AN/AAQ-24(V12) and (V13) system starting in FY07. The intent of this announcement is to determine if there are interested, responsible and qualified sources which can meet program requirements, start procurement in the 1st Quarter of FY07, and deliver production qualified NexGen MWS hardware to the Government in CY2007. The requested information is for planning purposes and does not constitute a commitment, implied or otherwise, that the anticipated procurement will be issued. The Government will utilize the information to determine interested and responsible sources for the production program. The Government invites comments related to possible purchase or acquisition strategies. Interested offerors are requested to submit a summary of their capability to meet NexGen MWS production program requirements. In response to this synopsis, parties shall provide information to substantiate they are a responsible and qualified source to produce the NexGen MWS system. The offeror?s summary shall not exceed 40 pages (reports and substantiating documents are not included in this page count). Responses must be received by the above contact no later than 30 days after the initial posting of this announcement. SECURITY CLASSIFICATION: This announcement is UNCLASSIFIED. LAICSS anticipates that information received in response to this announcement may be CLASSIFIED up to the SECRET level if it discusses threat information or discloses current or projected capabilities and limitations of missile warning systems as installed on USAF aircraft. Consult the current classification guide for your technology for details. All data received in response to this announcement marked or designated as corporate or proprietary information will be fully protected from release outside the Government. The NexGen MWS production program will also include spares procurement and an interim contractor support period. The estimated period of performance for the production program is FY07-FY12. During this period, an estimated 150 NexGen MWS processors and 650 sensors; and required support will be procured. The NexGen MWS will replace the present AAR-54 MWS as the missile warning subsystem to the AN/AAQ-24V LAIRCM system. The NexGen MWS must integrate with both the LAIRCM system and host aircraft platforms. The Government is seeking a best value solution balancing performance with Life Cycle Cost. Accordingly, production costs, aircraft integration and installation costs, and support costs will be an important consideration. NexGen MWS Production Program Information Requirements: In response to this synopsis, parties shall provide information to substantiate that they are a responsible and qualified source to produce the NexGen MWS system. The Government will utilize the information to determine interested and responsible sources for the production program. Interested offerors shall provide information to indicate that the offeror can meet the following requirements: 1. Candidate NexGen MWS system description and characteristics. This information will include a description of system, subsystems, and components and their associated state of maturity. Information will identify where the candidate NexGen MWS system is in development or production acquisition phases (a program schedule may provide this information), the Government agency sponsoring the program and contract number for the effort. Information on system characteristics will include dimensions of each hardware component, interconnect wiring requirements to enable communication between hardware components as well as external systems (i.e., IRCM system and aircraft systems), field of view/field of regard of sensor, resolution of sensors, processing rates, excess memory, input and output requirements to pass information to IRCM or aircraft systems, method of alerting aircrew. The offeror should substantiate that the proposed system is production ready and does not require further equipment or software development. 2. Candidate NexGen MWS performance. The offeror should substantiate that the proposed system meets performance requirements to include integration and operation of the offeror?s system with the LAIRCM AN/AAQ-24 (V12) and/or (V13) system. This information will include evidence of demonstrated performance against each threat system identified in the NexGen MWS System Requirements Document (SRD) and False Alarm Rate (FAR) performance. Evidence must be in the form of test results, analysis and reports derived or written with Government oversight as part of a Government sponsored program. Evidence of system performance during the following will be provided by the offeror: a. Performance during live missile fire testing where missiles include NexGen MWS SRD threats. b. Performance during clutter collection flight tests. c. Performance in a realistic simulation environment including both clutter data and SRD threat missile signature data. Offerors will be required to substantiate that complete test reports written with Government oversight, for each threat in SRD, will be available by Sep 2006. The offeror will be required to show demonstrated performance to detect and declare SRD threats including live fire test performance data. 3. Candidate NexGen MWS Digital System Model. This information will include evidence of potential source having a validated Digital System Model (DSM) by Air Force Operational Test and Evaluation Center (AFOTEC) of their NexGen MWS candidate system which is capable of operating in a threat engagement simulation using the following Government models (TRAP, DISAMS, IRMSIG, MODTRAN). In addition, information demonstrating high correlation between the potential sources DSM and performance of the actual NexGen hardware will be provided. Finally, the potential source will submit Design Verification Test (DVT) results/reports for the DSM. The offeror must deliver the DSM, host hardware and complete documentation required to operate the DSM. 4. NexGen Integration with LAIRCM AN/AAQ-24(V12) and/or (V13): Offerors shall provide evidence to substantiate that the following will be accomplished prior to September 2006. This information will include evidence that the NexGen MWS candidate solution integrates and operates with the LAIRCM AN/AAQ-24 (V12) and/or (V13) system. Evidence must be in the form of analysis or test reports derived or written with Government oversight as part of a Government sponsored program: a. Integrated operation with the AN/AAQ-24 LAIRCM system in a Systems Integration Laboratory (SIL). b. Integrated operation with the AN/AAQ-24 LAIRCM system during live missile fire testing. c. Integrated operation with the AN/AAQ-24 LAIRCM system during flight testing . d. NexGen MWS compatibility with the C-17 and C-130 aircraft platform operating environments as demonstrated through qualification tests (vibration, temperature, etc). e. Details on candidate system installations to include aircraft Group A requirements, installation geometry requirements, pressure vessel requirements, signal repeater requirements, wiring requirements, power requirements. f. Candidate NexGen MWS configurations to ensure aircraft coverage and protection. 5. Production readiness of candidate NexGen MWS solution. The candidate NexGen MWS system must be production ready and not require further NexGen equipment or software development. Potential sources will provide information which demonstrates proof of readiness to proceed into production--starting production deliveries in CY07. Proof of production readiness information will include the following information: a. Program schedules and production schedules for CY07 (assume quantity of 35 in CY07) b. Status of design and design stability c. Status of production tooling d. Status of drawings e. Provide bill of materials f. Status of production planning work packages g. Status of production resources including: personnel availability, skills availability, training readiness, certifications, production facilities, equipment, security, testing equipment, power, etc; h. Status of subcontract management plans and procedures for production. 6. Candidate NexGen MWS solution reliability.
