Description
USDA Forest Service, Recreation Solutions Enterprise Team has a need to hire a Specialist Assistant in the areas of NEPA and River Management Planning. Contractor may serve as part of an Interdisciplinary Team (IDT) or separately provide expert advice to assist others in these subject areas. The project location is in Michigan; however, work can be done by remote site with travel to Michigan as needed. It is anticipated that under this contract the Contractor shall: Perform all work necessary for guidance and assistance in development of NEPA documentation and Wild and Scenic River Planning. Serve as part of an Interdisciplinary Team as a team member, but will not serve as team leader. Work with Recreation Solutions, an internal Forest Service Enterprise Unit, on various NEPA projects, to provide expert advice on matters of process. Work with Recreation Solutions on development of Comprehensive River management Plans and provide expert advice on matters of process. Maintain files on work completed and hand off all files and related work to staff at the end of the contract performance period. Travel to Michigan for various meetings. The level of effort for this contract is anticipated not to exceed 360 hours. The Government guarantees 240 hours after which the Government can terminate the contract. Work will start from date of award through September 29, 2006 GOVERNMENT FURNISHED PROPERTY The Government will provide the following sorts of services, supplies, equipment and the like: Contractor will have access to work space, e-mail, internet, and phone/fax and copy equipment. TRAVEL EXPENSES It is anticipated that there will be travel under this contract. Travel costs that are incurred, the Government will reimburse for those costs that are (1) reasonable and (2) do not exceed the maximum per diem rates in effect at the time the travel as set forth in the Federal Travel Regulations prescribed by the General Services Administration. EVALUATION CRITERIA AND SOURCE SELECTION Contractor shall provide a minimum of three references with contact information; e.g., telephone numbers that will be able to attest to the individual skills as relates to the requirements of this solicitation. Contract shall respond to each of the criteria listed below. Response shall be limited to no more than two (2) pages. Evaluation Criteria Past Experience: The Government will evaluate each Contractor?s experience on the basis of its breadth, its depth, and its relevance to the work that will be required under the prospective contract. Specific areas to be addressed are: Demonstrated experience in the NEPA process. Demonstrated experience in development of comprehensive River Management Plans. Demonstrated knowledge of land resource agencies? programs and delivery systems. In evaluating past performance, the Government will contact some of the references provided by the Contractor and other sources of information, including, but not limited to; Federal, state, and local government agencies. Source Selection Relative importance of the Evaluation Factors: An offer must be acceptable in order for the Contractor to be eligible for award. The Government will not award a contract on the basis of an unacceptable offer. Thus, acceptability of the offer is the most important evaluation factor. The Government considers a Contractor?s capabilities to be as important as price. However, the Government will not select a Contractor for award on the basis of a superior capability without consideration of the amount of its price. The relative influence that capability and price will have on the source selection decision will depend on the marginal differences among the competing Contractors. Source Selection Decision In order to select the winning offer, the Government will rank the Contractors from best to worst by making a series of paired comparisons among them, trading off the marginal difference in capability and price between the members of each pair. If one Contractor has the better capability and the lower price, then that Contractor will be the better value. If one Contractor has the better capability and the higher price, then the source selection decision will be based on whether the marginal difference in capability is worth the marginal difference in price. If the Contracting Officer considers the better capability to be worth the higher price, then the more capable, higher-priced Contractor will be the better value. If not, then the less capable, lower-priced Contractor will be the better value. Contractor Registration 1. Contractor must be registered with the CENTRAL CONTRACTOR REGISTRATION prior to any award.
