- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation number (RFQ 0141118) incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-06. This requirement is 100% small business set-aside and the associated NAICS code is 334516 and the small business size standard is 500 employees. The government requests a firm-fixed price for a quantity of one Fourier Transform Infra-red (FTIR) Spectrometry Microscope. The system must be an off-the-shelf Michelson FTIR interferometer/IR microscope system with a spectral range of 7.000 ? 600cm-1. The bench sample compartment should have a DTGS detector. A single reflection, diamond IRE, ATR accessory that can quickly be inserted into the sample compartment must be included. The system operating power should be 120V ? 10%. Integrated software capable of standard FTIR spectroscopy calculations is required. The microscope operation must include both the visual and IR modes to allow simultaneous visual observation and spectral analysis of the sample. A built-in the microscope, high-resolution, color LCD is required for sample observation. The measurement should be visually selected by adjustment of apertures. The working distance should bet least 24 mm with a standard 15x objective. The microscope should have iris apertures and a standard aperture wheel with 12 well defined circular apertures sizes (min: 0.3mm; max: 3.75mm corresponding to 15-250?m for the standard objective 15x. Transparent knife edge apertures to view sample should be included with the capability of automatic, software controlled knife edge operation. The microscope should have a rotatable nosepiece with four positions including a reflecting 15x Schwarzschild objective. A 4x glass objective for visual observation and a 36x objective for reflection are required. The microscope should have visible polarizers that can be used to enhance the contrast within a sample. Both manual and motorized stage should have and accuracy to better than ? 1?m. The focus should have manual and automatic modes. The microscope is required to have software selection of two detector positions for a standard single MCT detector and an additional port to accommodate an existing FBI Laboratory focal plane array (FPA) detector with the dimensions of 6? high x 4? wide and 12? deep. The center of focus must be 2 ?? up from the base. The standard detector should be a Mid-band MCT liquid N2 cooled, element size 0.25mm x 0.25mm, spectral range: 10000-600 cm-1, D*:> 2x 10**10 cm Hz?/W, and a hold time of at least 8 hours. The following are incorporated by reference: Provision 52.212-1, Instructions to Offerors?Commercial, Provision at 52.212-3, Offeror Representations and Certifications?Commercial Items are applicable to this solicitation. Clause 52.212-4, Contract Terms and Conditions?Commercial Items and Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders?Commercial Items applies to this acquisition. Provision 52.212-1 is tailored to delete b(10). The applicable clauses within Clause 52.212-5 are: 52.203-6; 52.219-6; 52.219-8; 52.219-14; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-35; 52.222-36; 52.222-37; 52.222-39; 52.232-33; and 52.239-1. The following clauses are also applicable: 52.217-6 and 52.217-9. Clause (a): Citizenship: The U. S. Department of Justice (DOJ) does not permit the use of Non-U.S. citizens in the performance of any contract or commitment for any position that involves access to or development of any DOJ information technology systems. By signing the contract or commitment document, the contractor agrees to this restriction. Information technology means any equipment, or interconnected system(s) or subsystem(s) of equipment that is used in the automatic acquisition, storage, manipulation, management, movement, control, display, switching, interchange, transmission, or reception of data or information by the agency. The term "information technology" includes computers, ancillary equipment, software, firmware and similar procedures, services (including support services), and related resources. Clause (b): Release of Information: The Federal Bureau of Investigation (FBI) specifically requires that Contractors shall not divulge, publish, or disclose information or produce material acquired as or derived from the performance of their duties. For purposes of this Clause, "Information" shall include but not be limited to: in any media or all media including on the web or web sites; publications, studies, books, theses, photographs, films or public announcements, press releases describing any part of the subject matter of this contract or any phase of any program hereunder, except to the extent such is: (i) already known to the Contractor prior to the commencement of the contract; (ii) required by law, regulation, subpoena or government or judicial order to be disclosed, including the Freedom of Information Act. No release of information shall be made without the prior written consent of the Office of Public Affairs and the Contracting Officer. The contractor and author are warned that disclosure is not without potential consequences. The FBI will make every effort to review proposed publications in a timely manner to accommodate theses and other publications. Where appropriate, in accordance with established academic publishing practices, the FBI reserves the right to author/co-author any publication derived from this contract.
