Description
The Operational Contracting Division at Hanscom AFB anticipates issuing a Request for Proposals (RFP) for Packing and Crating Services on or about 12 January 2006. To provide all personnel, equipment, facilities, supplies, services, and materials for the preparation of personal property of military members and civilian employees for movement or drayage and related services for the JPPSO North East Region. Services include, but are not limited to: (1.) Premove survey, servicing of appliances, disassembly of furniture, if required, packaging, inventorying, tagging, wrapping, padding, packing and bracing of household goods in shipping containers at owners residence or at contractors facility. (2.) Drayage from storage warehouses, air and surface transportation terminals, military installation shipping offices and ocean or river terminals/piers to contractors facility, unloading from the delivering carriers vehicle, handling into contractors facility, drayage to owners residence, decontainerization and unpacking of loaded containers of household goods and placing goods in appropriate rooms as directed by owner, unservicing appliances, assembly of any disassembled articles and removing shipping container, barrels, boxes/crates and debris from owners residence and drayage of empty containers to contractor?s or Government facility. The JPPSO Northeast Region is comprised of 10 separate areas: Area 1 - All territory in the Massachusetts counties of Middlesex, Essex, Suffolk, and Worcester. Area 2 - All territory in the Massachusetts counties of Norfolk, Plymouth, Barnstable, Dukes, Nantucket and Bristol (North of Route 44) Area 3 - All territory in the Massachusetts counties of Franklin, Hampshire, Hampden and the Connecticut counties of Hartford, Tolland and Litchfield. Area 4 - All territory in New Hampshire counties of Belknap, Carroll, Cheshire, Coos, Grafton, Hillsborough, Sullivan, Merrimack, Rockingham, and Strafford, Maine county of York and the Vermont counties of Windsor and Windham. Area 5 - All territory in the New York counties of Clinton, Essex and Franklin and all territory in the Vermont counties of Addison, Caledonia, Chittenden, Essex, Franklin, Grand Isle, Lamoille, Orange, Orleans and Washington. Area 6 - All territory in the New York counties of Broome, Chenango, Cortland, Delaware, Herkimer, Madison, Onondaga, Otsego and Oneida. Area 7 - All territory in the New York counties of Cayuga, Chemung, Livingston, Monroe, Ontario, Schuyler, Seneca, Steuben, Tioga, Tompkins, Wayne, and Yates. Area 8 - All territory in the New York counties of Allegany, Cattaraugus, Chautauqua, Erie, Genesee, Niagara, Orleans, Wyoming. Area 9 - All territory in the Maine counties of Androscoggin, Cumberland, Kennebec, Knox, Lincoln, Oxford, Sagadahoc, and Waldo. Area 10 - All territory in the Maine counties of Aroostook, Franklin, Hancock, Penobscot, Piscataquis, Somerset and Washington. Areas 4, 9, and 10 will be solicited through full and open competition. Areas 1, 2, 3, 5, 6, 7, and 8 will be 100% set aside for small business. The North American Industries Classification System (NAICS) is 488991 and the small business size standard is $21.5M annually in average gross revenue taken for the last three fiscal years. It is anticipated that a requirements type contract will be awarded for a basic performance period beginning 1 April 2006 through 31 March 2007 with an additional 4 (four) one-year option periods. Contractors are reminded and cautioned that only Contracting Officers are legally authorized to commit the Government.
