Description

The Directorate of Contracting, Fort Bliss, TX, intends to award a sole source contract in accordance with FAR 6.302-1 to Geodetics Inc., for a Real-Time, High-Accuracy, Low-Cost, Networked GPS Positioning system and an altitude determination system for Test & Evaulation (T&E) Applications based on Geodetics Epoch-by-Epoch" (EBE) technologies. The system includes hardware, software and support to Air Defense Artillery Test Directorate (ADATD) including system customization for its specific requiremen ts (specifically made for test and evaluation) for ADATD, Fort Bliss, TX, for real-world training scenarios. Geodetics Incorporated is the only known manufacturer and source for these requirements. No request for Proposal is available for competitive biddi ng; however, interested parties may submit a Statement of Capability for satisfying this requirement within the timelines established within this announcement to the contact person listed above. This synopsis neither constitutes a Request for Proposal or I nvitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose. All responsible sources shall respond by submitting a writte n narrative Statement of Capability including detailed technical information, safety and testing certifications and other technical informational literature demonstrating the ability to meet the above requirements. The responses must be sufficient to permi t agency analysis to establish a bona fide capability to meet the requirements. No telephone requests will be honored. Based upon responses to this notice, a determination by the Government not to compete this propose d requirement is solely with the discr etion of the Government. If an award is determined, it will be made on the aggregate of the requirements. Statement of Capability is due no later than 27 December 2005, at 4:00 p.m. M.S.T.
