Description
REQUEST FOR INFORMATION  This notice is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Request for Information (RFI). The Contracting Center of Excellence (CCE), Army Contracting Agency (ACA), is soliciting information from interested vendors on behalf of the Department of the Army, Human Resources Command. The objective is to acquire technical integration services in support of the Armys Go Army Education (GoArmyEd) initiative, previously modernized Army Continuing Education System (mACES). GoArmyEd will provide a fully integrated web portal with efficient education management, support, and delivery processes. The objective is for the contr actor to develop (as needed) and maintain the technical capabilities and infrastructure necessary to support GoArmyEd. Interested parties may access a draft Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) at the CCE website at http://dccw.hqda.pentagon.mil with reference to Solicitation Number W74V8H-06-R-0007. Respondents are invited to submit comments on the draft PWS and QASP. Limit comments to ten (10) pages total. Please organize your comments according to the applic able section or paragraph of each of the attached draft documents. We are releasing these documents in draft form to provide interested parties the opportunity to review the Armys requirements, and provide technical and business feedback on their content , format, scope, clarity, and any other relevant aspects. Please identify any requirements that may be over specified or that may impose requirements that would be overly expensive to meet. Also, we direct your attention to the PWS Section 4, Government Furnished Information and Services. We are interested in what technical data and information Offerors believe the Government should provide at the time of solicitation release. We would also be interested in any suggested revisions to the PWS language th at you believe would make the requirements more clear. These can be submitted in the form of track changes to the PWS or in a separate document (not included in 10 page limit). The anticipated period of performance for this requirement is a 2-year base p eriod plus 7 one year options (9 years total). All data received in response to this RFI that is marked as proprietary will be fully protected from release outside the Government. Please do not submit classified material. All responses must be submitted by e-mail (in Microsoft Office compatible format) to the point of contact identified herein; no other method of transmittal will be accepted. Large files should be submitted as .pdf files. Questions and/or comments shall be submitted via e-mail no later than 3:00 PM (Local Time) on January 21, 2006. RFP release is planned for April 2006, with contract award in November 2006. The majority of the work will be performed at the Contractors facility, with regular meetings held at the Armys offices in Alex andria, Virginia. Please be advised that although the Army office with this requirement currently operates out of the Hoffman building complex in Alexandria, this facility is included on the Base Realignment and Closure (BRAC) list, and is scheduled to mo ve to Fort Knox, Kentucky in 2009.
