- This is a sources-sought notice and does not constitute a soliciation or request for proposal. The U.S. Army Program Manager Clothing and Individual Equipment (PM-CIE) is currently seeking qualified sources amoung GSA schedule contractors to provi de a commercially available Launched Electrode Stun Weapon (LESW). Qualified sources are requested to send product information to: U.S. Army RDECOM Acquisition Center, ATTN: AMSRD-ACC-E , Bldg 4455, Rita Belfiori, E5179 Hoadley Road, Aberdeen Proving G round, MD 21010-5401, or electronically to email: rita.belfiori@us.army.mil. Product information should include product literature, product specification, training information, independent test data, cost information, GSA contract number, business size a nd any information that can be used to determine the best commercially available product to satisfy the below listed requirements provided in the market. Vendors are cautioned that their products must comply with Berry Amendment restrictions (see DFARS 25 2.225-7012). The Key Performance Parameter (KPP) of LESW is that it shall be a non-lethal device capable of launching stun electrodes into a person causing immediate temporary incapacitation of targets at a range of 0 to 10 meters. LESW will be of proper size to support the 95th percentile male and 5% female soldier. LESW will have a simple sighting device which is similar to the standard M9 pistol. LESW will provide under barrel capabilities by interfacing with the M4 Picatinny Rail. LESW cartridges mus t be compatible with an M203 Grenade Launcher form factor. LESW shall be compatible for use with the individual load bearing vest/equipment (LBV/E) LESW shall be transportable by the soldier; in wheeled/tracked vehicles over a variety of terrain road, t rail, cross-country; in all Army helicopters; in all commercial and Air Force cargo aircraft; and in all U.S. Naval transport ships. LESW shall not significantly degrade the mobility or maneuverability of the user and must not hinder the user in the accom plishment of the mission. Soldiers should be able to operate LESW when wearing standard issued cold weather gloves. The materials used in LESW shall not create any hazards that might affect the health, safety and intended performance use. These devices shall not be sensitive to impact or electrostatic discharges (ESDs) emitted by transport vehicles to include helicopters, nor should it present any hazards when used with proper care. Their component shall be designed so that the full spectrum of Environm ental Electromagnetic Effects (E3) shall not result in an Essential Function Failure or System Abort. The effect associated with these devices shall be temporary and shall not cause permanent injury when used properly. The design of these devices shall r educe or eliminate the use of hazardous chemicals or materials Ozone Depleting Chemicals and the generation of hazardous wastes during the manufacture, use and disposal of the system. This is a market survey for planning purposes only and no award will be made as a result of this sources sought notice. All product information shall be submitted at no cost or obligation to the government. Interested parties should respond by 10 January 2006.
