Description
This proposed procurement is Unrestricted, full and open competition to all business concerns and is issued pursuant to the Small Business Competitiveness Demonstration Program, with price evaluation preference for HubZone Small Business Concerns i n accordance with FAR Clause 52.219-4. The work consists of the removal of approximately 420,000 cubic yards of sediment material by pipeline dredge and 125,000 cubic yards of sediment material by mechanical excavation or dredge, removal depths range from 24 feet to 1.5 feet depth, the sediment to be removed is the result of the deposit of silt over existing cellular concrete mattresses, the work includes the repair of cellular concrete mattresses; placement of concrete; sandblasting and painting of stee l sheet pile walls, installation of sub-drainage system, drop-outlet structure repair; tree removal, pruning and turfing. Using best value acquisition procedures and in accordance with FAR Part 15, the intent of the Government is to award one Unrestricted Fixed-Price contract. Estimated project completion date is on or before 30 September 2006. The estimated cost range for this project is from $5,000,000 - $10,000,000. Contract award will be based upon Best Value to the Government which may or may not be the lowest-price offered. To determine best value, the Government will evaluate technical proposals having specific management and technical evaluation criteria consisting of past performance, related experience, past performance as related to subcontr acting utilization (large businesses only), Subcontracting Plan (as required by FAR 52.219-9) and price proposals. The Solicitation is scheduled to be issued on or about 12 January 2006. A pre-proposal conference is scheduled on or about 24 January 2006 a t 10:00 AM, Central Time. Proposals are due on or about 14 February 2006 at 4:00 PM, Central Time. If a large business firm intends to submit a proposal, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. The Galv eston District subcontracting goals are for specified percentages of the contractor's total planned subcontract amount to be placed with the following: 51.2% - Small Business; 8.8% - Small Disadvantaged Business; 7.3% - Woman-Owned; 3.1% - HUBZone Small B usiness; 1.5% - Service-Disabled Veteran-Owned Small Business. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990. Other Heavy and Civil Engineering Construction, which corresponds to SIC Code 1629. The Small Business Size Standard is $17 Million. The plans and specifications will be posted at the Galveston District web site ONLY at http://www.swg.usace.army.mil/EBS/AdvertisedSolicitations.asp . There will be no paper copies or CDs available. YOU WILL BE REQUIRED TO REGISTER AS A PLANHOLDER TO SHOW THAT YOU HAVE DOWNLOADED THE PACKAGE. THIS WILL ALLOW US TO NOTIFY INTERESTED PARTIES IN THE EVENT THAT AN AMENDMENT IS ISSUED. Notification of amendments shall be made through paper or the Internet. Howev er, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors responsibility to check the web site daily for any posted changes to this solicitation.
