Description

The U.S. Fish Service (FWS) intends to issue a Request for Proposals (RFP) for construction of water supply improvements at the Dale Hollow National Fish Hatchery. The improvements will consist of the replacement of gate valves and riser sections at the heads of selected raceways, installing new pipe connections to the hatchery building, and the installation of strainer units and above ground piping to enable a hot tap to re-route the main 24" hatchery supply waterline. This is not a small business set-aside in accordance with the latest quarterly adjustment under the Small Business Competitiveness Demonstration Program. The NAICS code is 234910. The Size Standard is $28.5 million. The estimated price range is between $250,000 and $500,000. The tentative RFP issue date is on or about 01/09/06, with a 30 day closing date. The Government will award a contract resulting from this solicitation to the offeror whose proposal conforming to the solicitation will be the Best Value to the Government. Offerors will be evaluated on Experience, Past Performance History and Price. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; to use tradeoff process when it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror; to award to the offeror submitting the proposal to be the most advantageous to the Government; and to evaluate and award without discussions. Therefore, proposals should be submitted initially on the most favorable terms. The anticipated award date is on or about 02/28/06. The IFB documents will be available electronically on the Federal Business Opportunities Web Site at HTTP://FEDBIZOPPS.GOV under RFP Number 401816R004. Paper copies WILL NOT be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site for any updates/amendments. Prospective offerors must be registered in the Central Contractor Registration (CCR) HTTP://WWW.CCR.GOV and complete the Online Representations and Certifications Application (ORCA) at http://www.bpn.gov in order to be eligible for award.
