Description
The Internal Revenue Service is issuing a Requesting for Information (RFI) for a Notice/Letter/Correspondence Composition Tool that meets U.S. Government 508 compliance standards (Visually Impaired/Blind Accessibility). Vendors wishing to reply to this notice should provide responses by 3:00 PM, Friday, January 23, 2006. Responses should be sent as an MS Word attachment. At this time the Government does not intend to award a contract on the basis of this RFI. Responses will be treated as information only and vendors will not be reimbursed for any proposal preparation costs. Any products proposed in response to this RFI must be fully 508 compliant, if not, vendors must provide a date when the product would become fully 508 compliant. The IRS requires that all interested vendors address how their products meets or will meet each of the technical standards listed under Subpart B -- Technical Standards (a ? l) found at this site: http://www.section508.gov/ (http://www.section508.gov/index.cfm?FuseAction=Content&ID=12#General). The Notice Redesign/Conversion Project is responsible for developing and producing taxpayer correspondence using the Document Sciences product Autograph. A composition tool (document and publishing engine) is required to meet or exceed the following capabilities for an annual volume of 150 million four page (average) letters based on complex business rules: 1. Generate static & complex letters with variable text and variable ?insert able? data 2. Systemically control/perform white space management within a Notice composition (page/pages) 3. Edit text using MS Word 2003 (within the composition tool) 4. Produce printed output in Advance Function Presentation (AFP) format, Post Script, PDF, and XML. Capability to process multiple Tag Logical Elements (TLE) with each output type 5. Produce or pass TLE information within operating system (from and to input and output files) 6. Print in multiple fonts (regular, reverse video and 2D barcode), styles and emphases (Normal, Bold, Italic, Bold Italic, and underlined). Format and print in a variety of styles such as column and tables. 7. Run on an IBM Mainframe environment Z/OS v1.3 or higher, or on a Server based systems (e.g. Sun, AIX) 8. Process various data input formats (VSAM, DB2, XML, Flat file, or Sequential Data) 9. Creation and separation of the business rules from the text 10. Open scalable architecture (J2EE, JAVA) 11. Ability to store/manipulate and merge graphics into documents 12. Volume & performance capacity should easily produce and compose 2.5 million letters (average is four pages each) within 4 -6 hour window on 500 MIPS mainframe machine or server 13. End-user, business customers (non-developers) can create, change, add, and delete text items in an interface that does not allow access to business rules which trigger text item insertion during composition. 14. Product ability to systemically migrate/convert notices that are currently programmed using the Autograph tool to the candidate product. The purpose of this RFI is to determine if any vendors have a Notice Letter/Correspondence Composition tool that is certified 508 compliant and capable of fulfilling the technical requirements listed above. Interested vendors should provide an affirmative statement as part of their response indicating whether their product meets all the technical standards listed on the section 508 web site listed above. Responses must be limited to 3 pages. As part of each response, each vendor should provide the following information for the Government?s consideration and review: 1. Each vendor should explain whether his product meets or exceeds each element (a- l) in the technical standards listed in subpart B (Note that Section 508 compliance is for developers, business customers, and field end-users use of the product) 2. Each vendor should indicate whether the product meets each of the 14 technical requirements listed above and 3. Each vendor should indicate whether the product correctly interacts with the screen scraper JAWS. All responsible sources who can provide the specified information as stated above shall submit a written response which shall include: Price (s); Delivery terms; Description of the item offered in sufficient technical detail to show compatibility to permit a technical evaluation; POC (name and telephone number); GSA contract number if applicable; Delivery date; Business size and Payment terms. Smith III, O:S:A:P:I:E. Interested vendors may submit facsimile responses to (202)283-1290 to the attention of David Smith. These responses must arrive at the place and by the time specified above. As a result of the analysis of the responses to this notice, the contracting officer may determine that a solicitation will be issued, however no solicitation document exists currently and requests for the same will be considered non-responsive. Any response to this notice should reference number TIRNO-06-2006.
