- This project is located at the New U.S. Courthouse in Laredo, Texas and is advertised unrestricted, full and open. The General Services Administration is issuing this solicitation in an electronic format only. Access to the complete solicitation, specifications, drawings, and amendments to the solicitation will be made available only through a secured extranet site. All parties interested in accessing the restricted Internet site to obtain a copy of the complete solicitation shall email all requests to the attention of the point of contact (POC) indicated in this synopsis. This email request shall include the name of the contracting company and its DUNS number along with the name of the individual designated by the company to access the solicitation and his or her respective email address (if different from the requester). Additionally, the contractor must review, complete, and return the Document Security Notice (DSN) to the designated POC. Please contact the POC for a copy of the DSN. Upon receipt of the completed DSN and acceptance of the contracting firm's request for access to the restricted site and the solicitation, two separate emails will be transmitted to new user at the email address provided, assigning a User ID. These two emails will provide instructions and requirements for entry into the secured extranet site, along with access to the solicitation. An on-site pre-proposal meeting is currently scheduled for January 18, 2006. The General Services Administration seeks to contract for the Interior Space Alterations and addition of a 6th Courtroom and Judges Chambers for the U.S. District Court & U.S. Marshal Service (USMS) at the 2nd floor of the New U.S. Courthouse in El Paso, Texas. The Contractor shall furnish all of the necessary labor, materials, equipment, tools and supervision. The work shall include, but not be limited to, furnishing and installing a new 6th U.S. District Courtroom, Judges Chambers and Offices, Jury Room and Detention Holding Cell facilities for the USMS on the 2nd floor of the New U.S. Courthouse. All architectural millwork, architectural finishes, mechanical, plumbing and electrical systems for the new 6th Courtroom, as indicated in the drawings, specifications, amendment(s) and solicitation will be included in the work. The majority of the work is estimated to be performed after normal business hours and on weekends so as not to disrupt the operations of the existing Government tenants presently residing in the New Courthouse Building. The magnitude of this construction project is estimated to be between $1,500,000 and $2,000,000. A bid guarantee is required. Performance and Payment Bonds will be required following the contract award, pursuant to the Miller Act. This procurement is unrestricted, full and open competition. All responsible sources may submit an offer which shall be considered by the agency. The required construction completion time frame is 210 days, beginning one day after the notice to proceed (NTP) is issued by the GSA Contracting Officer.
