- Description
- The Missile Defense Agency (MDA) is seeking potential sources for the continued development, integration and operation of the External Sensors Laboratory (ESL) in support of the MDA Ballistic Missile Defense System (BMDS). This effort requires the expansion of a SCI-level data processing lab at the Joint National Integration Center, Shriever AFB, CO. This laboratory will interface with pre-processed data from overhead national infrared (ONIR) to include the Defense Satellite Program (DSP) and the Space-Based Infrared (SBIR) Program, and make those data sources available in the SCI portion of the ESL for processing on an open architecture system. This effort includes: 1) the development, maintenance, accreditation, system engineering, operations and configuration control of the External Sensors Laboratory hardware; 2) establishing and maintaining the interfaces between the ONIR sources and the ESL; 3) continued development of the developmental SBIR track fusion algorithm; 4) maintenance and support of the current processing software; 5) development and maintenance a configuration management plan which allows hosting, demonstration and testing of other developers algorithms within the ESL; and 6) establishment and maintenance of real-time connectivity with MDAs Command, Control, Battle Management and Communications (C2BMC) system. Credible potential sources would require the capability to perform the following: 1. Systems engineering, configuration control, test planning, and integration functions necessary to develop and operate the ESL. 2. Acquire, install, test and maintain required processing hardware and software in the ESL at the JNIC. 3. Demonstrate and maintain interface between ESL and MDAs C2BMC system. 4. Establish and maintain interface between ONIR sources (to include pre-processed DSP and SBIR data) and the ESL. 5. Advise government on technical performance aspects of ONIR sensors and how to interface with them. 6. Establish and maintain interface between ESL and other data sources operating at the Secret, SCI and Special Access Program levels. The estimated cost for the continued development, integration and operations of the ESL is $5M per year and it is estimated to be a five-year project. The incumbent contractor is Northrop Grumman. Interested parties are invited to submit a capability statement, not to exceed three (3) pages to the points-of-contact named below by no later than 15 days from the date this synopsis is published. The capability statement must summarize the respondents strengths in relationship to the following criteria: 1. Describe the qualification and capability to perform the type of work specified above. 2. Describe present or recent experience with DoD and / or NASA for the type of work specified above. If planning to team or subcontract, identify the firm(s) and segregate the information on the capability statement by firm. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT REPRESENT A COMMITMENT ON THE PART OF THE GOVERNMENT TO ISSUE A REQUEST FOR PROPOSALS OR AWARD A CONTRACT. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION PROVIDED IN RESPONSE TO THIS SYNOPSIS.
