- The Air Force Force Protection Battlelab (FPB) is exploring the current state of technology and commercial/government off-the-shelf (COTS/GOTS) or readily emerging technology availability of Mild Traumatic Brain Injury (MTBI) assessment devices. This device should be usable by a medical technician in a forward area medical facility. Power requirements should be as small as possible. Battery-power is not required but would be useful given the potential fielding location. The device should be able to evaluate a patient for concussions after a fall or impact on the battlefield. The device should be able to be hand-carried and operated in a forward medical facility, such as an EMEDS (Expeditionary Medical Support). It should use recognized neurological tests to screen for MTBI. NOTICE TO FOREIGN OFFERORS: Foreign or foreign-owned offerors are advised that their participation is subject to foreign disclosure review procedures and restrictions that could preclude their participation in this announcement. SUBMISSIONS: Product information in the form of brochures, specification sheets, may be submitted as information. Additionally, responses may be in a White Paper format - limit White Papers to not exceed 3 pages. Product information may be submitted until COB EST 29 January 2006. Electronic responses shall be submitted in MS Word format or Adobe PDF format. GENERAL RFI INFORMATION: The purpose of this RFI is to obtain information about market information or capabilities for planning purposes as defined in FAR 15.201(e). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Offerors are advised that only Air Force Contracting Officers are legally authorized to commit the Government to the obligation of funds. Offerors are solely responsible for all expenses associated with responding to this RFI. For copyright purposes, offerors are also advised that submitting a proposal implies express permission for Concurrent Technologies Corporation personnel to use the data, pictures, and other information contained in the submittals for the report back to the Battlelab.
