Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Provide all labor, material, and equipment necessary to conduct video or digital recording services for upcoming construction activities at Howard Hanson Dam, Green River Watershed, 36932 S.E. Green River Headworks Rd. Ravensdale, WA. 98051. Services incl ude recording lifting and placement of pre-cast concrete segments into the Eagle Gorge Reservoir at Howard Hanson Dam, related to the construction of the Fish Passage Facility. Recording shall consist of capturing the major features of work and communicat ions between lift supervisor and key personnel involved. The dates referenced below are tentative and the exact date of placement of the pre-cast segments will be determined by actual construction progress. Construction progress may be affected by incleme nt weather, material deliveries, etc. The contractor shall be given notice of any changes to the tentative schedule dates below a minimum of 48 hours in advance. Task 1.  Video placement of Segments D&E will be placed on 31 December, 2005 4 January 2006 (tentative). The contractor is to assume 3 hours travel time (round trip) and 8 hours on site. Salient (prominent) portions of the lift that need to be video taped: 1) The entire pick. 2) Crane hook up for the lift. 3) Segment D placed on Segment E. 4) Placement of Segment D/E together. a) Winching up. b) Entire load. c) Swinging to lower Segments D/E. d) Lowering segments and then it being lowered in the water. e) Voice recordings between the Lift Superintendent and Key Personnel. Task 2 Video placement of Segment C, 7 February, 2006 (tentative date). The contractor is to assume 3 hours travel time (round trip) and 8 hours on site. Salient portions of the lift that need to be video taped: 1) The entire pick. 2) Crane hook up for the lift. a) Individual rigging b) Close up of weight tags. c) Putting together rigging. 3) Hooking up to the segment. 4) Picking up the segment. 5) Lowering down the segment. 6) Segment going in and being placed. 7) Voice recordings between the Lift Superintendent and Key Personnel. Task 3  Video placement of Segment B, 9 February, 2006 (tentative date). The contractor is to assume 3 hours travel time (round trip) and 8 hours on site. Salient portions of the lift that need to be video taped: (1) The entire pick. (2) Crane hook up for the lift. (a) Individual rigging (b) Close up of weight tags. (c) Putting together rigging. (3) Hooking up to the segment. (4) Picking up the segment. (5) Lowering down the segment. (6) Segment going in and being placed. (7) Voice recordings between the Lift Superintendent and Key Personnel. Task 4  Video placement of Segment A , 13 February, 2006 (tentative date). The contractor is to assume 3 hours travel time (round trip) and 8 hours on site. Salient portions of the lift that need to be video taped: (1) The entire pick. (2) Crane hook up for the lift. (a) Individual rigging. (b) Close up of weight tags. (c) Putting together rigging. (3) Hooking up to the segment. (4) Picking up the segment. (5) Lowering down the segment. (6) Segment going in and being placed. (7) Voice recordings between the Lift Superintendent and Key Personnel. Task 5 - After all lifts have been recorded, video or digital editing shall occur to produce a finished product, incorporating all lift videos done by the contract divers. A government representative shall coordinate the editing with the contractor. The c ontractor shall assume a total of 50 hours for editing all video. The contractor shall only invoice for the actual number of hours used under this task, not to exceed 50 hou rs. Recording shall be provided the government not later than 30 days after the final lift is recorded. Site access  Howard Hanson Dam lies within the City of Tacoma watershed. The contractor will need to check in at the City of Tacoma Headworks Gate and obtain an entry permit. To obtain the permit a copy of this contract, valid drivers license, current vehicle registration, and proof of insurance are required. Travel  mileage will be reimbursed at $0.485/mile (current rate per JTR). It is estimated round trip mileage is approximately 100 miles. Materials - The contractor shall invoice for the3 actual number of tapes used, not to exceed 20 hours of taping.
