Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 85042 is issued as a Request for Quotation (RFQ) through Federal Acquisition Circular 05-06. The NAICS code is 315228 Jackets, ski, mens and boys, cut and sewn from purchased fabric (except apparel contractors), and the small business size standard in number of employees is 500. This procurement is a small business set aside. The United States Secret Service (USSS) has a requirement for the following: (1) Spiewak WeatherTech Airflow Duty Jacket, Model #SH3465, Quantity: 225. Sizes/ quantities: Small - 10; Medium - 30; Large - 70; Large Long - 5; X-Large - 95; X-Large Long 5; XX-Large - 10. Color - Black (003). (2) Customized Flaps, Model #HFL76R, Quantity- 225, Color - Black. (3) The vendor who receives this contract will sew on a USSS Shoulder Patch (provided by USSS) on the left shoulder (sleeve). The vendor will also sew on each coat a badge and name tab (from Spiewak). USSS Shoulder Patches will be provided to the vendor no later than Friday, January 13, 2006. Sewing by vendor will be at no additional charge. (4) Delivery of jackets with flaps, USSS Shoulder Patch, badges, and name tags must be no later than January 31, 2006. The Government intends to award a fixed price contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An award may be made to other than the lowest-price quotation received. All responsible small business sources may submit a quotation which will be considered by the USSS. The offeror shall submit a quotation to include, at a minimum: A. Price for 225 jackets and flaps with custom sewing included B. Shipping charges to Washington, DC C. Delivery date (no later than January 31, 2006) D. The Offeror shall provide (1) the name, title, telephone number, fax number, and email address of the point of contact; (2) delivery address and telephone number for the USSS Shoulder Patch, badges, and name tags; and (3) the nine-digit DUNS. DUNS is used to verify that the vendor is in CCR and a small business for the NAICS 315228. The following DHS Provision are applicable: * 3052.209-70 Prohibition on Contracts with Corporate Expatriates * 3052.204-90 Unauthorized Use of Name The following FAR provisions and clauses apply to this acquisition: * FAR 52.212-1 Instructions to Offerors--Commercial Items * FAR 52.212-2 Evaluation--Commercial Items. Award will be based on: 1) price; and 2) the capability of the services offered to meet the above stated salient characteristics * FAR 52.212-3 Offerors Representations and Certifications--Commercial Items * FAR 52-212-4 Contract Terms and Conditions--Commercial Items * FAR 52-212.5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment from any award resulting from this solicitation. Quotations are due by 4:00 pm EST on Tuesday January 10, 2006.
