- It is the intent of the National Heart, Lung, and Blood Institute?s (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) to purchase consulting services in support of the Altiris Management Suite Level I software. Specifically, assistance is required to perform a design review and final implementation of selected components of the Client Management Suite Level 1. The assistance will include a design review of the current CMS implementation, a complete implementation of inventory solutions, carbon copy solutions, software delivery solutions, and PC transplant. The primary object is to deploy the validated design solution to the remaining production computers. The activities included with the phase are: installing and configuring remaining production servers, if required; Deploying configurations per solution design document. Executing production implementation plans, as developed during the design phase; Assisting customer staff with the production deployment; Reviewing reports and confirming that implementation completes successfully, and prepare final documentation on current implementation. At a minimum the government intends to purchase 160 labor hours of an experienced Altiris Professional Implementation Services Specialist and 24 labor hours of a Project Manager. Period of Performance: The proposed period of performance will consist of one twelve (12) month basic contract period. The North American Industry Classification (NAICS) Code is 541519 and the Size Standard is $21.0M. This is a total small business set-aside. This acquisition is being conducted under simplified acquisition procedures. Interested venders capable of furnishing the government with the services in this synopsis should submit two copies of a proposal to the below address. The proposal must reference the solicitation number ?NHLBI-PB(AR)-2006-075\CDM. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the initial offer should contain the offeror?s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action and waive informalities and minor irregularities in offers received. The Evaluation procedure is based upon the following technical criteria: (1) Understanding of the Requirements in accomplishing the statement of work. The Offeror?s technical approach shall indicate compliance with the requirements as outlined in the statement of work. A detailed work plan and completion schedule shall be submitted. (2) Experience of Personnel: Documented experience, educational background and training, and availability of the proposed staff and their designated responsibility on the project. This includes the experience, managerial competence, and time commitment of the proposed project manager and the experience, technical, competence, and time commitment of other technical staff. A minimum of three (3) year of experience is required (3) Past performance: A minimum of three (3) year of experience documented experience in similar requirements is required .
