Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2001-13 and DFARS Change Notice 20030430 Edition. The solicitation incorporates by reference the following clauses: FAR 52.212-1, 52.212-3, 52.212-4 and 52.212-5. DFAR 252.204-7004. NAIC Code: 511120. The Air Force Research Laboratory (AFRL) intends to solicit and negotiate with only one source under the authority of FAR 13-106-1(b) (1) and FAR 6.302-1(a)(2). The proposed source is Elsevier Engineering Information, Inc. The item being procured is the AFRL-wide desk top access to the Compendex Database via the Engineering Village2 platform and access to the INSPEC Database via the Engineering Village 2 platform.
