Description
The purpose of this Amendment is to change the Deliverables Section of the Statement of Work and extend the response date. BALANCED SCORECARD CONTINUOUS DEVELOPMENT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. This is a total small business set-aside. Award is contingent upon availability of funds. This requirement is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-06. The NAICS Code is 611430; size standard $6 M. Headquarters Air Education and Training Command plans to award a contract for Balanced Scorecard Continuous Development in accordance with the following statement of work. STATEMENT OF WORK Background – The Office of Strategic Planning (AETC/XP) serves as the principle element within Air Education and Training Command (AETC) responsible for Strategic Planning and Programming. In this role, XP is responsible for the integration of strategic initiatives and priorities into a unified strategy for the successful achievement of the AETC mission. Under direction from the Commander AETC, XP has directed an effort to design and launch the Balanced Scorecard (BSC) as a management framework to implement strategy across AETC. With the Balanced Scorecard, the leadership of AETC will focus organizational attention on strategic priorities, align the workforce to strategic goals, and prioritize the allocation of funds to strategy in order to deliver the long-term, best value to the customer. The Balanced Scorecard will become the centerpiece the AETC long-range planning and execution process. Objective –The Contractor shall provide facilitation, training and subject matter expertise support to XP within the BSC Program. General - The Contractor shall provide the necessary expertise to accomplish the work described in the following tasks. Task 1 – Scorecard Design: Complete the AETC Scorecard Task 1.1 The Contractor shall facilitate the process to complete the final form of the AETC Balanced Scorecard with leadership. This includes reviewing measure templates, recommending reporting formats and finalizing objective definitions. Task 1.2 The Contractor shall facilitate the efforts to complete the development of new measures for the AETC Scorecard as determined by leadership through review of data reporting and results. Task 2 – Strategic Governance: Facilitate Reviews, Accountability and Integration Task 2.1 The Contractor shall assist in launching the strategy governance system for the Balanced Scorecard at AETC to include: · Facilitating the execution of an accountability system for strategy within leadership ranks to include recommending opportunities for integration across objectives · Recommending decision processes and decision authorities for strategic objectives, measures, initiatives and other direction stemming from the Balanced Scorecard execution · Establishing guidelines for reviewing and revising the Balance Scorecard based on environmental changes and leadership changes Task 2.2 The Contractor shall support the evolution of the architecture, objectives and measurements in the AETC BSC to reflect leadership priorities. The Contractor shall assist in integrating changing external priorities into the AETC strategy. Task 2.3 The Contractor shall review and recommend improvements to the AETC strategic measures based on organizational feedback and cascading activities. Task 2.4 – Initiative Management - The Contractor shall support the rollout of an initiative management process across AETC. This includes formalizing roles and processes to inventory, rank and prioritize AETC initiatives for executive level review and funding. Task 3 – Deploying the Scorecard to Subordinate Levels Task 3.1 The Contractor shall establish a series of guidelines for the AETC subordinate organizations on BSC cascading. The Guidelines shall specify the process for cascading objectives, measures and aligning subordinate level initiatives. The guidelines will reflect the intent of the Commander in the cascading effort. Task 3.2 The Contractor shall facilitate the development of a rollout plan to describe the deployment of the AETC Scorecard to Recruiting, Education and two Numbered Air Forces across AETC. Task 3.3 The Contractor shall assist in developing Balanced Scorecards to Recruiting, Education and two Numbered Air Forces that support the AETC Scorecard and reflect the unique strategies of the respective subordinate organizations. Task 3.4 The Contractor shall establish a process and initiate the collection of BSC cascading best practices and lessons learned across subordinate organizations. Task 3.5 – Communicating the Strategy - The Contractor shall assist in developing and implementing a Communication Plan for the AETC Strategy. The Communication Plan will include the use of multiple forms of media to maximize the reach of the strategy to the workforce at AETC. Task 4 – Program Management and Executive Mobilization Task 4.1 The Contractor shall develop approaches to assist the AETC Strategic Office in meeting its goal of strategy management and execution across AETC by strengthening the competency and confidence of team members in the domain of strategy management and Balanced Scorecard. Task 4.2 The Contractor shall facilitate front office communication providing assistance in engaging front office leadership on the issues of strategy and maintaining a high level of mobilization within the executive ranks of AETC. Deliverables: The Contractor will work with the XP Strategy Management Office to support their responsibilities in achieving the following deliverables. Task 1.0 Deliverables - Completed Measurement Statements and Templates - Completed Initiative Templates - Monthly Scorecard Report Format - Recommended Changes to Strategic Measures Task 2.0 Deliverables - Guidelines for Effective Strategy Review Briefings and Strategic Decision-Making Processes - Defined Roles and Responsibilities for the Council, Objective Owners and Board to Implement Strategic Governance Accountability and Integration - Measurement Forecasting and Target Setting Approaches - Strategic Initiative Management Overall Process to Include Roles, Templates, and Inventory Task 3.0 Deliverables - Commander’s Guidelines on Cascading - Rollout Plan - Standard Workshop Briefings for NAFs, Recruiting and Education - Introduction - Strategy Maps - Measures - Initiatives - Governance - Best Practices Summary of Cascading - Templates for Strategy Maps, Measures, Initiatives - NAF, Recruiting and Education BSCs - Strategy Maps - Objectives and Objective Definitions - Measures and Measure Statements - Initiative Inventory and Templates - Cascaded Governance Plan - AETC Communication Plan Task 4.0 Deliverables - Training for XP and Expanded BSC Practitioners on Cascading Methodology - Measurement - Initiatives - Governance - Communication - Best Practices Summaries and Guidelines on Deliverables for Tasks 1 through 3 - Bi-Weekly Conference Calls with Program Management - Communication with the Executive Ranks on Program Status and Impact PERIOD OF PERFORMANCE Period of performance will be 365 days. TRAINING LOCATION Training to be conducted at HQ AETC buildings on Randolph Air Force Base (RAFB) TX and various training locations, as approved by HQ AETC/XPPX. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. Provision 52.212-2, Evaluation – Commercial Items, is applicable to this acquisition. The specific evaluation factors for this provision are as follows: (1) Past Performance –Past performance information must include a list of at least 2 clients having a contract with the offeror within the past two years. Past performance information must include contract number, contract type (i.e. fixed price, time and material, etc.), whether government or commercial, award date, completion date , and dollar amount, (2) Conformance to Specifications – See Statement of Work above, and (3) Price – Offeror’s price quote must include discount terms, tax identification number and cage code. All responses will be considered, but must be submitted in accordance with this synopsis. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
