Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENT FOR PRESENTATIONS WILL BE MADE. RESPONSES SHALL INCLUDE A COMPLETED QUESTIONNAIRE, WHICH IS ATTACHED TO THIS ANNOUNCEMENT. This announcement is a market research tool being utilized by the Government to determine the availability of qualified small business concerns prior to issuing a solicitation. Southwest Division, Naval Facilities Engineering Command is seeking sources with current relevant qualifications, experience, supervision, personnel, equipment, inventories and capabilities to perform a contract to provide emergency response, service restoration and repairs on electrical and gas utility systems at Marine Corps Base Camp Pendleton, CA. Marine Corps Base Camp Pendleton is a large area, which covers 125,000 acres. The potential for emergency repairs at different locations at the same time frame exist. Due to the vast size of Camp Pendleton the different locations could be 30 miles apart. The utilities distribution systems are located in improved as well as unimproved areas. The base's power distribution system is approximately 250 miles, including overhead and underground operated at 12.4 kV, 4.1kV, and 2.9 kV. The electrical utility system includes substations, switchgears, transformers, circuit protection, wires, cables, poles, conduits, meter stations, capacitors, regulators, and all electrical devices attached to the connected circuits. The natural gas distribution system is about 200 miles combined between steel, PVC and PE. The system is operated up to 100 PSI and includes pipelines, valves, regulators, meter stations, reducing stations and all natural gas devices attached to the pipelines. The Contractor shall make all emergency repairs in accordance with the local utility company standards. During the performance of an emergency repair, the Contractor shall incorporate upgrades to meet local utility company standards. For your information, the local utility company is San Diego Gas and Electric. The contractor will be required to make emergency repairs to the utility systems while in service or energized. The contractor shall be required to maintain a substantial inventory of equipment, personnel, and material at no cost to the government. The contractor shall be required to be on site within one hour after notification of emergency repair 24 hours a day, 7 days a week, 365 days a year. The contractor shall remain on site continuously working until the emergency is repaired. The North American Industry Classification System (NAICS) is 237130, Power lines and 237120, Gas Pipe Lines. The contract will have a minimum guaranteed value of $5,000 and yearly maximum of $500,000. Interested sources are invited to respond to this sources sought announcement by providing, at a minimum, the following: 1) Experience-Briefly describe the government or commercial contracts your firm, has completed in the last five years showing experience in emergency response, service restoration on gas and electrical utilities systems. Show necessary repairs, personnel, equipment, and material used for low, medium and high voltage electrical distribution systems (overhead and underground) and gas distribution systems. Experience needs to reflect work performed by your firm and not by a subcontractor. 2) Indicate if certified to work on local, regulated utility company gas and electric distribution systems while in service or energized and that safety certification has been completed. 3) Contractors shall specify availability of appropriate equipment and materials for work on electric and gas distribution systems. Identify type and quantities of equipment and current location. 4) Identify whether your firm is a qualified 8(a), HubZone, Small Disadvantaged Business, or Small Business concern. Responses should include a cover sheet listing the name of the company, address, telephone number, fax number, at least two contacts, email address, business size, DUNS number, CAGE code, bonding capacity, and a short description of the company history including years in business, number of employees and organizational chart of the company and the completed questionnaire attached to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, the ROICC Office Camp Pendleton will utilize the information for technical and acquisition planning. All data received in response to this Sources Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government. If the Government plans to proceed with the acquisition, a separate solicitation announcement will be published and all interested offerors must respond to that announcement separately.
